The problems caused by public broadcasting's dependence on corporate foundation support are not unique to KCET.

Throughout the country, this is a matter of growing concern to citizens interested in seeing meaningful public affairs programming. Arco as well as other corporate foundation sponsors are neither to be blamed nor praised for their generosity. After all, it's we consumers who are paying in the end. It is up to us to devise alternate funding methods for public broadcasting to assure that our so-called noncommercial airwaves are not being usurped for corporate image-boosting at bargain rates. KCET's monthly program guide, Gambit, gives readers some indication of the influential audience being served.

The ads for last month included a full-color back cover featuring "The Newest Seville by Cadillac." Inside, the Bank of America paid for a page to tell KCET subscribers "How to improve your estate with a living trust." An other full page was taken by Glendale Federal Savings to explain how to "Cut your taxes, shelter your income and, retire in style." Luxury cruise promoters also took full-page ads to suggest trips to South America, Hawaii and the Caribbean. A Pasadena jeweler, several expensive restaurants and antique dealers placed smaller ads. In a heavily outlined space it was stated well: "Please thank our advertisers by patronizing them whenever possible. They're our kind of people; we think they're your kind of people." In contrast, KVST's board of directors heavily reflects the economically less-advantaged grass-roots community. It can't afford any kind of publication until it finds the money to improve the reliability of its transmission equipment.

During a recent station break, viewers were urged to "send $15 or more to KVST, 1136 N. Highland Los Angeles 90038 to support common-sense people's television. This Bicentennial minute wasn't brought to you by any oil company." Mrs. Harris welcomes questions for possible use in her column, but regrets that due to the volume of mail she is unable to respond individually. Send questions and other information to Ellen Stern Harris, Box 228, Beverly Hills 90213.
