Circumstances which have hitherto operated to retard negotiations, may continue to do so for some time longer; ana to a correspona- ing extent embarrass the most judicioas plans and purposes of the company. In the meantime we have the assurance of the successful working of the road; and with it, the indications of a total result from the operations of the year, sutSciently encouraging to induce the most hopeful reliance in the future. Indeed, as we have often stated I ereto-fore, the time is not remote when the trade and travel of the West will find plenty to do for all the roads that are likely to be thrown it connection with that important section of our conuiry. The Sale or the Pennsylvania Public Works is strongly urged by some of the leading presses of the State, cn the ground that they aie an incumbrance upon the treasury. The people, many years ago, on a direct vote, decided in favor of the sale, and every year's experience since then has added to the weight of the reasons which induced that decision.

If the matter were again submitted to a vote of the people, the Pittsburg Gazette says, the majority in favor of the sale would be overwhelming; and the reasons given are, that the public works are yearly adding to the debt of the State, instead of helping to pay it off. The North Branch, we are told, "is yearly eating up from half a million to a million of dollars; and the Portage Road, which costs more to run it than it earns, is absorbing hundreds of thousands more. Political cormorants are growing fat on the pickings afforded by these works, but the people are fleeced to give them the opportunity. The first lettings of the contracts on the new Portage Road were awarded to political favorites, at a cost of 150.000 above what they could have been contracted for, and this is but the begimung. So long as the State is paymaster the State will be plucked." What is true of Pennsylvania, is equally true of New York, say the papers in the latter State.

lVe may not be jus fl-ied in saying, however, that it Is equally applicable to Maryland as but, this much we may say, that the public works of any State would be infinitely better managed by than bv the State government. The represents the people but nominally in the cars and attention bestowed uoa its improvements. And this argument applies to nmieipal as well rs State governments. All our great internal improvement enterprises should be in the hands solely of individuals who have a direct personal interest in their prompt and efficient management. Here, es well as elsewhere, are th3 works in which State and city authorities exercise ccnTol becoming mere engines, over the cf3ces, great or small, connected with which there is ever to be a petty, undignified and useless party squabble.

Ths true end of these enterprises, the efficient serving the public in a wf-y consistent with the best interests of the companies, is likely tus to be lost sisht of, and the chances that the works will pay be made cf more than ever remote realization.
