Republic. Resolutions in faV(mr fjf household suffrage in counties and the redistribution of seats were passed with enthusiasm, and it was resolved to send a petition to Mr. Bmcirr for presentation to the House of Commons in favour-of Mr. Trevelyan's motion.

An adjourned meeting in connection -with proposed Birmingham Philosophical Sociotv tr held 3'ostorday, at the Midland Hotel, A report was presented from the committee, in -which thov stated that the Natural HiBtory Society had passed a resolution to the effect that no scheme for tic amalgamation of tlio two societies would be acceptable to that society, except on terms securing the independence of tlio new society as a distinct body. Tlio committee stated that they wc-ra unable to report any prospect of a satisfactory arrangomerit with the Midland Institute. Tho cctiiinittef. recommended that the society limit itself to tho subjects embraced by the British Association for tlie Advancement of Science and that the soei.ty should amalgamate with tlie Natural History Society. On the motion for the adoption of the report, an amendment was moved that the coin, mittee should confer again with tha Midland Institute, in order, if possible, to make arrangc-nients which would associate the amalgamated societies with the Institute.

The amendment, however, was lost, and tlie report was approved. Tho impeachment for high treason of Cornit Ap.nim will take place before the States Court ot Justice on the 11th of May. One of the Saxon cavalry regiments abont to be converted into Hussars is to bear the name of the German Crown Prtn-ce, who will be its proprietary colonel. The Pliiladelphia correspondent of the Tma states that the Senate has refused the motion of Mr. Belknap's counsel to postpone the impeachment trial until December.

It is again stated that the Czar will not arrive at Berlin until the 11th of May, instead of tha 9th, as has been reported. It is understood at Berlin that Prince Gortschakoiti? will accompany his Imperial master. General La Marmora, in fulfilirient of a wish expressed by his wife on her deathbed, has handed to the Municipality of Florence a sum of one half of which is to be devoted to -works ot charity, and the other to tlio improvement oi tlio facade of the cathedral. It has been ascertained tliat in the fire at ths Rouen Theatre thirteen persons were injured and seven lost their lives. The Municipal Council has voted a sum of for the sufferers, and.

a subscription list has been circulated amonost its members, which has produced The bodies of the victims will be buried at the expense of tho town. The Queen has now proclaimed her now Indian title, by and with tho advice of her Privy Council, which, in this case, practically means Mr, Disraeli, for no one else seems to have fervently desired to lacquer the Royal crown with Imperial varnish. The issue of the proclamation further Parliamentary proceedings useless; but some interest still attaches to the vigorous series of protests made on Thursday night by the Opposition. They served, at least, to bring out the indecenthaste of the proceeding, and the raanceiivrea by which full, discussion was hindered, ami to? mark, in a most emphatic way, the distaste which hi felt by the Liberal party for a change adopted without oven the shadow of reasonable pretest, and fraught with danger to institutions and interests of tho highest importance. Tho debate began with Mr.

Cowen giving notice of Ids Mention to ask Lord Hartington whether he was not aware that the native Princes of India, instead oi being favourable to the new title, as had been represented by the Prime Minister, were hostile to it, and whether ho did not, "therefore," think tlie measure should bo reconsidered before effect vas given to it by proclamation. Though this notice was as much at variance with tlie rules of the House as with those of grammar, the Speaker, not catching its exact meaning, allowed it to be given, and soon afterwards llr. Anderson used it as a reason for demanding ot Mr. Disraeli another chance of raising a debate concerning tho matter. Mr.

Disraeli, of course, replied that he could not hesitate in pei'forniiiig his duty merely because a certain member had notified liis intention to ask a question of the leader ot tho Opposition, but he took no notice of what haa boon suggested or alleged as to public opinion India. Ho simply held that the question had ou settled by the Legislature at home, and thera was an end of it. As to this point, it in, less importance than has boon represented eit by the one side or by the other but it is that we should, as far as possible, knov the truth respecting it. When the bill was being promoted in Parliament tho GovenimeD justified it principally on the ground tha would give satisfaction to tho people oi Assertions to that effect were made distinctly an repeatedly, but the facts advanced in their support were of a very flimsy character, and now it from articles published in journals connected wit i India, that tho new title is likely to be actually unpopular there. We published 3ome extracts iron these articles yesterday, and it will have been that they decidedly contradicted the representation that the new titlo would bo acceptable in but, of course, we cannot say how far they represent a general feeling.

Tho probability is tllftt U1 great body of tho Indian people neither v' care much about the matter but, if that bo tf case, the measure has clearly been introduced wi a false pretence. All this tiie Opposition naturiti wished to impress on the country, but the ment as naturally desired that tho country shoui hear nothing moro about it. Hence it arose trw day for further discussion was demanded and fused. 3 A further argument was subsequently adva1C by Mr. Bright, who claimed a right of reconsideration on the ground that tho bill had been conducted tlirough Parliament as to prevent i undergoing any of the amendments which usually found necessary before tlie completion oi measure-of so much importance.

NEWS OF THB DAY. Tntho House of Lords, yesterday, the Earl of Carnarvon deprecated any discussion oi the policy of adoptinc' the principle of confederation Lai-badoes until the papers on the subject were beiore the House. These would show that his view was identical with, that entertained by his predecessor at tlie Colonial Office.

As to the charge against Governor Hbnnkssv of appealing to the passions oE the populaco in order to put a pressure on the property circles in the island, he asked tho Honso to await the Governor's reply before giving credence to it. Tlio Earl of Kimbbeliiy having proffered an assuranco that while in office he had carefully abstained from, forcing on the Legislature of Barbados, the principle of confederation, their Lordships adjourned. In the House of Commons yesterday, Mr. Lowther read a telegram from tlie Governor ot Barbadoes that afternoon, giving details as to the recent disturbances, and added that the Colonial Oilico saw no reason at the present moment for entertaining any anxiety a.a to the state of afi'airs the island. In allusion to the retjent dynamite explosion in South Wa'cs, Mr.

Macdonald that when the inquest in the ease was closed he should enquire whether, in view of the extensive use of the material, the Home Secretary would not introcluco a short Act to prevent its being stored in quantities which were dangerous to human life. On going into Committee of Supply, Mr. Eustace Smith moved for a Select Committee to enquire into tlie circumstances of tho late famine, in India and tlio system of robot adopted. Sir G. Campbell seconded tho motion, wsmilv defending tho.

policy pursued by tlie Viceroy, and commending the energy and devotion of the officials engaged, and the conduct of the people in their time of suffering. A discussion followed, in the course of which Lord G. Hamilton, who opposed tho motion on the ground that an enquiry was wholly unnecessary, admitted that the preparations made for relief had been in excess of the necessities of the jcase, hut remarked that this arose from circum-: stances which it was impossible for the Govern ment to foresee. According to present arrangements the Queen is expected to arrive at Balmoral on or about Saturday, the 20th of May. Tho Prince of Wales will, on behalf of the Queen, hold levees at St.

James's Palace, on Monday, May 15, and Monday, May. 22. Tho Duke of Edinburgh, on behalf of the Queen, held a levee yesterday, at St. James's Palace, when a number of presentations wore made to his Boyal Highness. Tho Empress of Germany is expected to arrive in England on' Wednesday next, on a visit to the Queen, at Windsor Castle, where extensive preparations are being niado for the Imperial visitor.

It is stated that the Scientific Loan Exliibition at South Kensington is to be opened by Her Majesty in person on the loth of May. It was notified yesterday afternoon throughout tho Aldershot command that her Majesty the Queen will review the corps at Aldershot on Tuesday next. Lieutenant Cameron, was yesterday presented to the Queen, and received from her Majesty tho insignia of a Companion of the Bath (Civil Division) in recognition of Iris distinguished services in Africa. A heavy storm of thunder arid lightning, accompanied by hail, broke over London at one o'clock yesterday. The flashes of lightning were exceedingly vivid, and wereimmediately followed by loud peals of tlrander.

Tho hailstones wore of large size. Early yesterday morning, as a police-oonsitable named Bullimobe was passing Holland House, Hornsoy, he saw a man in the grounds, and on attempting to take him into custody he was stabbed in the chest and head. The constable was found in a fainting condition, and talr.en to St. Bartholomew's Hospital, where his deposition was afterwards taken. Tho supposed burglar has since been captured.

Owing to tlie continued strike of miners in South Yorkshire, coal has become very scarce in the district, and prices are quickly advancing. House coal has gone up from is. to 3s. per ton, and slack is nearly double thu prico of a month ago. Some of the agents cannot got supplies, and aro letting their customers liavo the best qualities of coal for ordinary use.

The colliery-owners have knocked off "the extra weight allowed to agents. An important prosecution under the Employers and 'Workmen Act came before tho "Woolwich Stipendiary on Thursday. Threo carpenters, who had been in tho employ of Messrs. and Randall, were summoned for having neglected to fulfil a contract to make certain sashes for 30. It was proved that after having received 'eighteen guineas for three weeks' work they struck.

The contract was only brought home to one of them, and he was ordered to pay tho 10. damages which the masters claimed. The Council of tho Royal College of Surgeons have, according to the Xctrccef, agreed to accept what is called the conjoint scheme for England, It is not likely that any other of the bodies ali'ectod will oiler any serious opposition to tho scheme. Tlio essential parts of this schema are the creation of a board of fifty-two examiners, of whom sixteen are to be appointed by tho universities, and twelve by each of tho medical corporations namely, tho Royal College of Physicians, the Eoyal CoUcire of Surgeons, and the Society of Apothecaries. In tlie Divorce Court, on Thursday, Sir James Hansen and a special jury disposed of a remarkable case, commenced on tlio previous day.

The petitioner, a lady, sued by her guardians for a clissolu-titfn of her marriage with tho respondentllA prison, on the ground that at the time she contracted the marriage she was not of sound mind, and that she was incapable of entering into tho contract. The case was undefended. A few days after her marriage she returned to her fric-nds, to whom she gavo a confused account oi what she had done, but her mind was stated to have been entirely gone. Soon after she was placed in a private lunatic asylum, where she remains as a boarder, rational now, but liable to relapse into insanity! Tho lady's and the medical witnesses, clearly showed that she was insane and uimecomit-able for her actions when the marriage with Harrison took place and tho jury finding a verdict to this effect, tho Judge Ordinary pronounced a decree nw for nullity of the marriage, The tables wcro completely turned the hearing of a case which came before Mr. Paget, the Stipendiary, at tho Thames Police Court, on Thursday.

An able seaman named Allen, late of the Locrfsley Hall merchant ship, was charged with refusing to do his duty, and with assaulting the jirst officer. There Was also a summons against tho captain for illegally placing Allen in irons. It was elicited that the man was kept in irons from the 3rd of March until the Slst of April. There was no doubt that he had refused to work. Tlie magistrate considered that Allen had been illegally and cruelly treated, and sentenced him to the nominal punishment of one day's imprisonment for each offence, which meant that ho would be discharged at the rising of the Court.

Tlie captain was sentenced on tho cross charge to twenty-one days' imprisonment, without hard labour. Tids Company 1ms been projected by a few gentlemen, interested in the maintenance and development of tramways in Binuinclio.in and lla suburbs, who have learned with regret that tlio existing Ooni-piny have been unable to ralso tho necessary capital for equipping anil working tlio new line from Monmouth Street to Kirov's Pool, in the Bristol Road. Tho promoters, having thoroughly investigated the Company's operations, aro of opinion that ita non-suceess in owing to three causes, via. (1) largo unprodiictive oxpenditiu'o of capital In obtaining tho concessions for and coniilructini; the various lines; (2) the powerful opponition on tho Handsworth route Mr. William Mayner; ami (8) the want of individual. oncrgy and superintendence in the former management.

Believing that if tlio difficulties arising (mm these causes could for the future bu avoided, tramways would yet prove as remunerative an investment as they ore undoubtedly a public convenience tho promoters opsnoil negotiations for the purchase and amalgamation of tho present Tramway Company and of the Omnibus business successfully carried on by Mr. Mayner, and, with a special view to nturu good management, they made ita herro. of tlie arrangement with Mr. Mayner that he should undertake all the details of the administration ot tlio now Company's busiuoss, at a salary partly dependent on tho and join the Board as soon as the contract between him and the company for the sale of his property to them has been carried into eil'ect. Tho sum at which tha new Company ran obtain the whole of the assets and advantages (free from the debts) of the existing Company is The Property to bo acquired for this amount cost the present Company upwards oi 115,000., anil comprises all the Tramways from Hockley to Wost Bromwieli on the north, and from the Borough Boundary to Kirby's Pool en the west, with the Lease and Agreement for Lease with tlie Corporation of Birmingham of tho informed iuta portions from Hockley to Monmouth.

Street, and thence to the Borough Boundary In tho Bristol Road, in addition to Leaso3 of Stabling and Lund, and tho Rolling stock, consisting of twenty two tram cars, four omnibuses, upwards of ono hundred horses, with harness, innjhinory, steam engine, and stores. The henctlt of the arrangement recently made with the Corporation for the reduction of the rents originally fixed for both lines of tramway in tho borough, anuumling to 2,5.30. per annum, to 1,500,, is also included in the purchniie. The terms of the purchase of Mr. Mayner's business are that Ins omnibuses, howos, and other stock-ln-ti-ado shall be taken at the prico to be fixed by two independent valuers, or their umpire.

For the goodwill uf liis business ho is to receive 1,400. in fully paid-up shares of the Company, ami also to take in shares 1,100. more of the purchase money (making in all). The total balanco of the purchase money, payable hi cash him, Is ospected to l)e about and thus for about 30,000. the now Company will aeqiiire tlie two businesses, together with sullleient rolling stock to equip the new tramway to the Bristol Road without delay, and thus secure the profits of the coming season.

These purchase moneys, nro payabioby instalments at the expiration of two, four, six, and eight mouths, from tho 20th of April, 187, and culls to tho amuuut of 7. 10s. ier share, will, it ia expected, provide for these instalments, and leavo an ample margin for working capital. Tho promoters believe (inasmuch as, notwithstanding all the disadvantages under which tlie existing Company h-owo laboured, they succeeded tlio last half-year in earning a small surplus over expenses) that under these arrangements the new Company has a much butter prospect of success than tlio existing Company ever could havu had, for tlw following reasons Tho opening of the new line of tramway from Monmouth Street to the Bristol Road, establishing for the lirat time a through liue of communication between the extreme north and west of the Borough, must necessarily greatly increase the income. 2.

The rednctiou of 1,000. per annum on the original routs, with ihe additional economy in tiio rates upon tin; old rental, is a most important reduction of the expenditure, especially having regard to the fact that thu tramways within tlie Borough lire kept in repair by the Corporation, experience of tlio present Company baa shown what portions of the line are remunerative, ami the new Company will make their arrangements accordingly. 1 The new Company will not be hampered with a large unproductive capital, but will have a small capital, ail of which will havu been productively expended. 5. They will get rid of a formidable opposition and 6.

Secure the advantages uf responsible aud individual management. No promotion money will be paid. In case there in no allotment of shares tho doponlts will bo returned in Ml. Tho only contracts entered into by the promoters nro two, both dated the 20th day of April, 1870. Ono is made between Henry George Smith and George Heiunitng of the ono part, and Mark Tailby, on behalf of the Company, of the other part.

The other is made between William Mayner of the one part, and the said Mark Tailby, on behalf of the Company, of tlio other part.
