About half the ministers participating with Reddin in a discussion of their role in maintaining a safe community were from South and South -Central Los Angeles. The chief told them that there is "a terrible problem" in finding Negroes for police duty. 4 Are Negroes He said about 4 of tha department is Negro, compared with about 15 of the city's population. However, he said that it is "highly probable" that the city's first Negro police captain will be appointed after examinations next year.

He said a Negrq lieutenant was appointed last week and two more will probably be appointed within 90 days. He asked the ministers to Tise their pulpits to help public opinion favorable to the police. In response, the Rev. S-793. LAWN srsves-Mauseleum. sanalble orlcei. Roosevelt Memorial Park. FA.I-04B A temporary police task force in South-Central Los Angeles has been so successful that a similar force will be permanently estab- iisueu iot use uiruugnuui the city, Police Chief Tom Beddin said Tuesday.

The 200-man temporary force began policing the southern part of the city Nov. 27 after bus driv- ers threatened to strike because of almost daily robberies. "The total crime picture there has gone down, down, and continues to go down on a daily basis," the chief told a group of 50 ministers in the Parker Center Audi Itorium. -He said establishing a i special task force for deployment in high crime areas- is possible because "now for the first time in years the Police Department is growing at an appreciable rate." Trouble Shooters The special force will be part of the department's Metro politan Division, Reddin said. The division, which now numbers about 70 men, already is used for special trouble shooting assignments.

There have been "rumblings" about the existing task force being oppressive, the chief admitted. But he said action is being taken as the result of complaints. One such action was Reddin's personal reminder to the task force that its principal SLAIN Continued from First Page estranged wife of Billy Frank of Miami, and Miss Mohn, a shapely native of Germany, both were employed as clerks at the Los Angeles brokerage firm, officials said. While spokesman for the firm declined comment, it was reported that Mrs. Frank worked in the cashier's department and Miss Mohn worked in the transfer department.

Both women left the firm in mid November. Shortly, afterward, it was discovered that securities reportedly mailed to a client never had reached their destination. On Dec. 2, the women checked into a plush tourist hotel in Bal Harbour, a community just north of Miami Beach. The hotel manager sajd he received several anonymous telephone tips that day that the women were "deadbeats." He said it also was noted that the pair had little luggage.

The women asked SWINGERS Continued from First Page investigation after a woman complained about an advertisement in an underground newspaper: "Swing with the Swingers. Meet others for parties, weekend trips, travel." The woman said she answered the ad in person, and was shocked by membership stipulations. Later the police officer visited the Highland Ave. address in person and met a man he .1 subsequently identified as 'William Borton. 57.

who appeared to be in charge of the arrangements. The officer said he was present at parties at club headquarters on Nov. 21 and Dec. 9, observed conduct that left him blushing, and the arrests followed. Borton, said Dep.

Dist. Atty. James A. Zeigler, refused to make a statement, but attorney Richard who is representing Borton as well as the others charged, said all 12 would appear for arraignment today. Zeigler said club members resided in such diverse cities and neighborhoods as Pasadena, Burbank, Glendale, Long Beach and the San Fernando Valley.

3. Five days later, a foot of one of the women was seen protruding above the surface of Whiskey Creek, a seldom -used tributary, of the Interstate Water- way canal system. Officials said whoever dumped the bodies had done so at high tide and apparently had failed to realize the bodies would be visible at low tide.
