Section 2 Chicago Tribune, Friday, November 7, 1975 Swim champ Kellerman dies at 88 From Tribune Wire Services SOUTHPORT, Australia Annette Kellerman Sullivan, 88, Australia's "million-dollar mermaid" who shocked the world in 1907 by wearing the first one-piece bathing suit died in a nursing home here Thursday." Miss Kellerman, who achieved world fame as a swimming champion and star of silent movies, was admitted to a hospital in this coastal tourist resort town early last month with an undisclosed illness. She later was transferred to the nursing home, officials said. Born in Sydney in 1887, the daughter of a French concert pianist and a harmony teacher, the frail Miss Kellerman started swimming as an infant to rebuild polio-crippled legs. HER INTERNATIONAL career started with long-distance swimming and progressed to vaudeville and silent screen acting, culminating with the film story of her life in 1952 with Esther Williams in the title role of "Million-Dollar Mermaid." Miss Kellerman once held the Australian 100-yard swimming record and later the world one-mile record. Her women's high-diving record of 92 feet, established while she was starring in the 1914 film "Daughter of the Gods," still stands.

She made headlines in 1907 by appearing at a beach in Boston wearing a brief one-piece swimsuit instead of the more socially acceptable blouse and bloomers. She was charged with indecent exposure but was later acclaimed as one of the world's first feminists. POPULAR ON both sides of the Atlantic, Miss Kellerman made three unsuccessful attempts to swim the English Channel. She succeeded in a 17-mile down the River Thames and set a world record of 13 hours, 11 minutes for swimming 23 miles along the Danube River in 1906. In 1912, in Danbury, she was secretly married to James R.

Sullivan, manager of the musical comedy compa-, ny with which she was on tour. State bungling charged in handicapped funds By Charles. Mount STATE AID to the handicapped has been cut drastically because fiscal mismanagement ran the administering agency short of funds, it was charged Thursday. The charges were made against the Department of Vocational Rehabilitaton by representatives of private agencies with the department contracts to provide rehabilitative services for the mentally or physically handicapped. The charges were raised before a subcommittee of the Illinois Board of Vocational Education and Rehabilitation.

All the private agencies represented said the department owes them money, and some charged the number of clients had been reduced, some of the agency's services have been cancelled, and staff members have to be laid off. Edward Hester, director of rehabilitation services for Goodwill Industries, told the subcommittee: "THREE-FOURTHS of our staff will have to be laid off unless something is done immediately. Hester urged the board to remove the moratorium on new rehabilitation cases and begin a complete investigation of the department's finances. Eugene Turner, director of the department, said he has tried to use $1.2 million of current fiscal year funds to pay for bills incurred in the last year, but was unable to do so because of a ruling in September by State Comptroller George Lindberg that such action was illegal.

Turner said such action has been traditional. At Thursday's hearing, however, Larry Sanderson, an aide to Lindberg, said Turner was warned in July to get his bills in by Oct. 30, deadline for paying 1975 bills. Despite this warning, Sanderson said, Turner was unable to process $1.4 million in bills by the deadline. TURNER DENIED charges that there was a freeze on funding new cases, though he admitted the department is short of funds.
