"There was the possibility of a big breakthrough into a new, softer kind of comedy, but we also knew it was a big risk.

"We thought that if we were successful in the first hour of the evening, with Sanford and Chico, then we could blunt the edge which ABC would normally have because its very successful $6 Million Man starts at then our9 p.m. show could start even with the CBS movies, which have been up and down. We thought Sunshine had a chance to be seen especially up against a not-so-great movie. "At 9:30, to finish up the comedy block and provide a solid lead-in for our new 10 p.m. show, we asked ourselves what was the best half-hour comedy pilot we had available," White continues.

"The answer was Second Start. It had a proven star Bob Crane of Hogan's Heroesand a solid company behind it. We thought it was perfect to cement our comedy block in place." with a show starring Angie Dickinson called Police Woman. We've had an enormous reaction from Police Story, and the episode with Angie as a police woman did particularly well," says White. "Also, we've been doing some investigating into the effects of women's lib on television viewing; we found that there are very few shows about women other than comedies. And the general public seems to be very interested these days in role reversalwomen doing men's jobs, and vice versa. "We knew we'd be up against the last half of movies on CBS, but they don't really have any built-in audience loyalty they jump up and down from week to week.

We also figured that ABC would probably replace Toma with another hard action show, so we would have a large audience of women coming off of our comedy block which could be supplemented by the women from ABC who did not want a hard action show." The Competition's Chances White is generally candid, even outspoken, about what lie considers the competition's chances. "When we saw the other networks' original Friday schedules, it was clear to us that Sanford was even stronger than we'd thought. Love Nest was a show about two 75-year-olds living in sin in a trailer park, and there was no audience flow from it to the next program." But now that CBS has replaced those two comedies with Planet of the Apes, some of his jaun-tiness has faded. "Sanford and Chico are still a very strong combination," he says, "but I have to admit that Planet of the Apes really makes it a horse race. The big problem with that show is how they're going to sustain it after the first few weeks; we'll just have to wait and see." NBC's own time of decision came, thanks to that court ruling reinforcing strict three hours a night of network programming, White and his team had to think again about their comedy block.

"We were committed to the two-hour Mystery Movie form on Sunday nights, because they did 5 better than the 90-minute ones," he explains. "And Disney is Disney so we knew we had to move James Garner's show, The Rockford Files, someplace else. "We asked ourselves, where are we taking a gamble that maybe we can put a little insurance in instead, and where do we have the flexibility in terms of contracts to schedule alternate starts? Friday night looked like our best bet on both counts. "The Garner show might have been postponed, but we thought we finally had the right vehicle for his return to series television and really didn't want to take a chance on muffing it. "We've had a lot of success recently with tongue-in-cheek detective melodrama like McMillan and Wife and McCloud," White explains.

"On the half-hour comedies our record isn't as good. So, since the Garner show was the better bet for success, we reluctantly decided to hold off Sunshine and Second Start until mid-season. Sunshine a Delicate Item "Another consideration was that while the comedy lead-in of Chico and the Man would be quite natural for a show like Rockford Files, we might also be able to keep the would-be dial switchers at 9 p.m. who would find they could get the same thing from Rockford as from the last half of $6 Million Man." Second Start, everyone involved admits, was the least ready of the four new shows which the Mary Tyler Moore production company sold this year; it will probably benefit from the extra time. But Sunshine is a much more delicate item, a frail wisp of a show which could easily be overlooked at mid-season.

White agrees that replacing something as daringly different in tone as Sunshine with a well-made but decidedly less ambitious detective series might leave NBC open to criticism. "Something had to give, and business considerations made us choose the way we did," he says. "And even though Sunshine is a rather fragile program, it is still a strong contender for next year. Hell, we liked it enough to make it one of the 14 new pilots we bought out of the 100-odd we had to choose from! "Sure I always like to have the, opportunity to break through with a new kind of show," White says. "But look what the other networks did when the chips were down.

We all decided to cut new shows where there was a chance of failure, and go instead with the kind of shows we know we can do well." FRIDAY: Three Hours of Steve Austin?
