MURPHY Tlm Staff Writer The Venice Miniature Railway, which in the early years of this century was the pride of the local seashore community, has been rescued from the scrap heap and Is now a thriving line In South El Monte. Don McCoy, an amateur machinist, first saw one of the railway's two old steam locomotives rusting In a downtown Los Angeles junkyard In 1035 when he was a child. Five years ago he purchased it and a couple of cars from an amusement park for $5,000. "The engine was In pretty bad shape," McCoy, who works for Los Angeles County, recalled. "Even the boiler had been condemned as unsafe.

It took a year to take the whole engine apart. We had parts scattered all over the yard of our San Gabriel home. "My sons, Jeff and Mike, helped on the project. At the end of four years, the job was done. The locomotive was In as perfect operating order as the day It was delivered to Venice, which was probably about 1905." Venice's period of rococo elegance had begun a year before that when Abbott Kinney, a shrewd promo-ter, founded what he hoped would be considered a duplicate of Venice, Italy; The counterpart, south of Santa Monica, had canals complete with Imported Italian gondolas piloted by Italian gondoliers.

Venice, according to Kinney's tireless press agents, was the most romantic city in the West. The railroad was Kinney's idea. Two locomotives were built In Los Angeles, each one-third the size of the model from which they had been scaled, a contemporary steam locomotive called a Prairie. Each of the small locomotives pulled several open-air coaches. Kinney Incorporated his railway under California law, naming his son, Carlton, the youngest railroad president in the world.

The boy was 9. For a while, Venice flourished. But a number of setbacks, including the loss of the Venice amusement pier in high seas, brought hard times. By 1927, the lagoon from which the network of canals had been fed. was paved over and the water-way dried up.

So did Venice. Much of the community's elegance ended up on the scrap heap, including the Venice Miniature Railway. But both locomotives and several trains were rescued and refurbished. One chugs around a park in Los Gatos; the other, with McCoy at the throttle, around the Whittier Narrows Recreation Area in South El Monte. McCoy's line, which he calls the Venice Railway, runs along a two-mile, tree-shaded route bordering Legg Lake.

"Sure a lot of our riders are kids," McCoy said, "but you'd be surprised how many are older folks who come out on a Sunday and make the run. "It's quite common for someone to come up and say something like: 'Why, we rode this same train in Venice when we were on our honeymoon, and that was back in The locomotive, which uses oil for fuel, has a maximum speed of 30 m.p.h., one which McCoy never attempts to reach on 'so short a length of track. "But the county Is talking about expanding the track," 6aid McCoy, who has a concession to operate the railroad in the park. "I've got a couple of miles of track stored away in case we can." One day recently, as he does on most weekends, McCoy fired up the boiler, hooked up the cars and slid in behind the throttle. Passengers 'boarded the train at Legg Lake Depot.

McCoy opened a valve, pumping water from the tender to maintain steam pressure. Flames danced in the firebox, and oil specks peppered his face. He opened the throttle. i T' A class-action suit claiming that Los Angeles County's central district jury selection process is unconstitutional because it discriminates against minorities was rejected Monday by a federal judge. U.S. Dist. Judge William P. Gray filed his decision in the case after studying the matter for more than six weeks.

Mayor Tom Bradley was a plaintiff in the year-old suit and testified in proceedings before Gray. Gray's action allows to stand a special process for selecting Superior Court jurors for downtown trials that is unlike the method used in the county's other eight districts. Prospective jurors in other districts are selected on a random basis from among residents in t)he respective districts. Prospective jurors in tihe central district are chosen thro ugh a countywide draw. The rationale is that the central district courts hear so many countywide cases about 60 of the county's jury trials that the case load puts a disproportionate burden of jury duty on residents of the central district.

However, the method used now in the central district has severely reduced the number of minorities serving on juries when compared with a brief period during which the method used in other districts was employed. Bradley and others argued the countywide draw discriminates against central city residents by denying them the right to serve on juries and by denying defendants the right to be tried by their peers. However, Gray ruled that the present system is fair to all. Sterling Cary of New York, in Los Angeles for an NCC governing board meeting to last through Thursday, warned at a press conference Monday of the general disillusionment in America over economic problems and such political issues as Watergate. Cardinal Timothy Manning, Roman Catholic archbishop of Los Angeles, joined in welcoming the 350-member board to Los Angeles. His church is not a member of the NCC, but cooperates in some of its activities. He invited the NCC to join hi3 church in at least some functions of the Holy Year pronounced by Pope Paul VI and which will culminate in 1975. The NCC is an association of 31 mainline denominations of Protestant and Orthodox churches, with about 42 million members.

The governing board is the NCC's principal policy making and administrative body. Dr. Cary, a United Church of Christ minister and the first black president of the NCC, said that Sunday Bus Patronage Sets Record Patronage soared to a record 369,165, riders Sunday on the sixth Sunday for 10-cent bus fares, the Southern California Rapid Transit District reported Monday. The ridership figure up 191.8 over a normal Sunday marked the second successive Sunday that bus patronage has hit a new high. A total of patrons rode for a dime the previoiis Sunday.

Before the subsidized "dime-a-ride" program began Jan, 20, SCRTD buses carried fewer than 130,000 Sunday riders. The program is being subsidized in Los Angeles and Orange counties with riders in Riverside and San Bernardino counties paving extra zone fares. Arnett told a news conference at the Greater Los Angeles Press Club. "We have been delivering services.

We have helped poor people become healthier poor people. But we didn't have the tools to deal economically with poverty." Arnett said the President's 1975 budget contains no money for the agency and that "this normally means an agency will be closed down." Actually, he said closure of the OEO will benefit the poor because funds will then be available to other agencies for minority economic development. The demise of the OEO does not mean the end of the war on poverty, Arnett said. Programs such as the Job Corps, Vista, Head Start and Upward-bound will be shifted to other agencies. For example, he said, $33 million has been included in the Department of Health, Education and Welfare budget to continue the Head Start program.

He said the phaseout of OEO is expected to be completed within one year. A spokesman for Rep. Augustus F. Hawkins (D-Calif.) said the congressman is conducting hearings in Washington this week in an apparent effort to keep the OEO in operation. Hawkins is chairman of the House subcommittee on equal opportunity.
