KM The (111 The station went on the air a year ago today, in a city swamped by seven commercial VHF stations, to a population that thought UHF was some government bureau or, perhaps, a new breakfast cereal. The only previous UHF station was an experimental facility at USC a decade ago which flickered briefly.

Another UHF station, KIIX, programmed for Negro viewers, followed KM EX to the air but quickly ran out of viewers and money. But KMEX has prospered. Today, surveys show nearly 200,000 homes in the area have sets equipped to receive its programs. Avedon says its estimated audience is close to a million. Nobody Programmed for Latins "The chink in the armor wa3 that Los Angeles has the largest Spanish-speaking population of any city on the continent outside Mexico City," says Avedon.

"More than a million people, a city within a city, and no programming for them. Furthermore, this is a people with a proud and ancient heritage. Spanish was spoken in Log Angeles 100 years before the Pilgrims landed at Plymouth Rock." Avedon could have added that his program resources were and' are enormous. KMEX is associated with the vast Telesistima Mexicano of Mexico City, world's largest producers of Spanish TV programs. From Telesistima comes the taped bullfights from the Plaza de Toros in Mexico City, the soccer and boxing and jai alai, the musical programs and comedies and short-running soap operas (one ends, another begins every eight or 10 weeks) that the Latins love.

Telesistima provides the nevvsreels that are flown daily from Mexico City for KMEX newscasts. Lately, however, KMEX has been providing programs for Telesistima the Davis Cup matches here between Mexico and the United States, the Sept. 16 Independence Day Parade and the vast and definitive exhibit of Mexican art that opens Tuesday at the County Museum. They are distributed throughout Latin America from Mexico to Argentina. Objectivity Stressed by Station Avedon feels that an immensely important function of the station is to make the Mexican-American population here aware of local issues and developments.

He has inaugurated a 13-minute daily program, "Voice of the Community," to discuss objectively and to debate Spanish political and social developments. "We are purely objective, middle of the road, because we feel our audience is not politically sophisticated enough for us to editorialize," he says. "We will not dictate to them." By cable, KMEX programs are spreading north to Santa Barbara and Lompoc. There are moves to cable programs through Central California up the vast San Joaquin Valley. One thing that surprises Avedon the high percentage of non-Latin viewers in the station's audience.

"We thought wTe might have 5 or so, but as much as of our audience are non-Spanish-speaking Anglos. We've always had an English language course on the station, but we've had so much pressure from Gringos we've added a course in Spanish." Bullfights may be the principal lure of the Anglos, that and other sports, particularly soccer. Also, the monotony of American commercial television has led many viewers to seek out something different. But the pattern of Latin TV may not be that much different. Latest program to be added to KMEX schedules was old Mexican movies.
