SCOTT Edward Everett Horton returned to the Los Angeles stage at the Civic Playhouse Tuesday night in a footlight cream puff called "Miss Pell is Missing." The piece by Leonard Gershe is a comedy of words. They're all spoken on one set and at a slow pace that fortunately is livened at times by the expert trouping of Morton, who doesn't was cool and drizzly Tues-i day evening. The woman in question in "Miss Pell is Missing" has been domineering Horton, her brother, for many years. Now she has disappeared mysteriously, so Horton and his daughter, who yearns for niceties of living, hire, a fledgling detective to find her. Or, rather, not to find her.
