R. Proposal. WASHINGTON, (£)--J u s t.i ce George Sutrierland Thursday became the fourth member of the supreme court to reach the age o£ 75. v - .-.-· ; · : · ·'. The. bearded jurist, a native of England, was the first member of the court since 1794 to be born on foreign soil. He was brought to this country at the age of ; 15 months, ··;· · A former · republican senator from Utah/he was appointed an associate justice by President Harding in 1922. He would be one ot six justices affected by President Roosevelt's proposal to "reorganize the court by appointing an additional member for each one who did not resign within six months after becoming 70. Sutherland is. one of the justices who have voted most consistently against Boosevelt administration laws..He has sided with the. administration in four cases awB against it in. 13. He has written four of the opinions deciding ne\y deal litigation. Chief Justice Hughes, who will be 75 on April 11, has written five. Justices older than Sutherland are Brandeis, BO; Van DeVanter, 77; and McReynolds, 75. Bills to realign and equalize the congressional and senatorial districts were recommended for passage by a senate committee. Their sponsor, Harold G. Ward of Chicago, was willing to compromise on congressional reapportionment. Last attempted by the legislature In 1333, the plan is to cut the state into 27 districts, with 13 downstate, 13 in Cook county and the odd district overlapping.
