Michael Van Horn whose campaign for a seat on tha board was keyed to tha slo gan "Vote for the name on the bottom of the ballot for the tops in education" said he "definitely" will challenga the results, which show ha lost. On about two-thirds of tha ballots Van Horn's name was listed third, not fourth, or at the bottom.

The name of Joel K. Mithers, who also appears to have lost the election, appeared in the bottom slot on the erroneous ballots. Their occupations also were reversed. Winning contenders in tha election were tacumbenta James E. Gibson, 1,741 votes and Russell R.

Hiles, 1,261 votes. Mithers, an attorney, was listed as an insurance consultant while Van Horn, an insurance consultant, was listed as an attorney, Certain-: At time, Mithers said he was not certain whether he also will chal lenge the results, The ballots were printed for the County Superintendent, of Schools' which handles school elections in 98 districts. "Something happened ta the type during the run, explained Dr. Bruce Hawk, special services consultant to the County Superintendent of Schools' office. Campbell newly elected member. Incumbent Charles B. Buckley was un able to attend the meeting. SHOPPING CART FLIES HIGH VENICE Police and the owners of the Broadway department store at 8739 Sepulveda Blvd. are investigating placement of a shopping cart atop a 30-ft flagpole.

The cart was hanging from the pole when the first employee arrived Tuesday morning. Some display lights near the front of the store were broken and a mail box was damaged. ISRAELI BOOKS TO GO TO UCLA WESTWOOD Mr. and Mrs. Theodore Cimimings of Beverly Hills today will donate a total of 33,520 Israeli books to the UCLA Library.

Chancellor Franklin D. Murphy said, "These are rare and important books that will serve as the foundation for a great Judaic and Hebraic collection on this campus. CHANGES ON WILSHIRE BLVD. OKfDt BEVERLY HILLS---The City Council has agreed to proceed with Phase I of the Wilshire Blvd. Traffic Improvement plan, submitted by Wilbur Smith Associates.

Approximately $13,000 has been appropriated for the job. The work calls for marking of Wilshire for three through lanes in each direction and left-turn storage lanes. Curb parking would be prohibited from 7 to 10 a.m. and from 4 to 7 p.m. Some curb parking spaces will be eliminated.

A move to Malibu is con templated by the foundation pending a favorable deci sion by the Los Angeles County Planning Commis sion on a request for a per mit which will enable the organization to build a sanitarium on a 23-acre site in the Santa Monica Mountains.
