DES MOINES, (.V) -- Senator Howard Baldwin (D) of Cascade, leader of senate sale-by-the- drink forces, placed a new "liberalized" liquor bill before the upper chamber Thursday, complicating the wet-dry fight over proposed liquor legislation. The new Baldwin bill would strike out the local option clause in liquor measures now before the senate, and authorize licensing of hotels, restaurants, clubs and saloons to sell liquor by the drink. Baldwin's proposal was a complete rewriting of the Roan liquor bill, now in the hands of senate and house committees. Although he was a co-signer of the senate companion to the Roan bill Baldwin -explained, i n . a statement that the Roan proposal was placed before the senate merely as a matter of strategy. Bill Not Mentioned. He made no mention of an anti- saloon league dry bill which would not permit sale of liquor by the drink and would place li- 8EVENTEEN quor stores and beer taverns under strict local option. "When the Roan bill was introduced'," Baldwin said, "those interested in liquor reform in the senate had not finished work on the bill which reflected their theory on the matter. "But in order to safeguard their thought and have a liquor bill in position for action they introduced the same bill which was written by Representative Roan." Where the Roan proposal would divorce liquor and dancing, the Baldwin bill permits licensing of clubs and restaurants where dancing is a feature. The Roan bill in some cases would prohibit sale of liquor where food is sold, but the Baldwin bill would allow it. Would Limit Licenses. The Baldwin bill, in some respects similar to the liquor by the drink bill which passed the senate two years ago, would limit the number of licenses on a population basis. In towns of 5,000, Cor example, two club licenses and four saloon licenses could be granted. The proportion of saloon licenses is graduated up to one for each 3,000 population in larger cities. Imposes Heavy Penalties. Baldwin's proposal would retain the present state liquor system and require that saloon keepers, restaurant operators, and others selling liquor by the drink buy their stock from the state liquor commission. It imposes heavy penalties for South A. P. Phone 101 CLIFTON'S North A. P. Phono 1477 Pot Roast Pound e e Round Steak Pound Beef . . . 23c Sugar Cured Squares Ib.
