'4 MASON CITY GLOBE-GAZETTE WEDNESDAY, MARCH 15, 1939 F.R, DISCUSSES TAXCHANGES Says Unpaid Profits Tax Repeal Would Have to Have Substitute WASHINGTON, (U.R) -- President Roosevelt said Tuesday that if congress repeals the undistributed profits tax it must revise the corporate income tax sufficiently so that the government will suffer no net loss in revenue. Mr. Roosevelt said discussions with congressional leaders have concerned also the possibility of consolidating existing corporate taxes into one levy. He said there was general agreement that such consolidation should not be allowed to reduce the net revenue of the treasury from corporations. Mr. Roosevelt said that no one in the majority party desired to reduce now the total amount of faxes paid by corporations but that the question of how these levies shall be distributed has been actively discussed. The president said that whal the administration had in mind was a consolidated corporate tax which would bring in well ovet $1,000,000,000 in revenues, as do . the present taxes. He said that if three or four of the present corporate levies, such as that on undistributed prolils, capita! stock and excess profits are repealed, the government's revenues from corporate sources would be cut by approximately 15 per cent. That would mean that the flat corporate tax would have to be increased so thai its yield made up the 15 per cenl revenue loss.
