WASHINGTON, Arpil 9. «')--The New York Stock Exchange scored » smashing victory in the senate banking committee today by a 10 to 8 vote to create a new commission .0 regulate the exchanges instead of giving: jurisdiction to the federal reserve board and the federal trade aommission.
