Maurice Rawlings of Sioux City, president of the association, in announcing the organization's opposition, termed the measure one which "opens the gates to graft and corruption." Chief objection of the county attorneys, Rawlings said, is that the hill, among other things, would take all state agents away from the attorney genera! and governor and place them unr!?r the jurisdiction of a commisr.ion- er of public safety. "The attorney general,' 1 Haw- lings asserted, "while charged with the enforcement of state laws, would have no agents to do the enforcement work for him. He would be like a barber without scissors or rivzor." The bill provides for appointment ol a public safety commissioner for a six year term. It also would take the state highway patrol from the office of Secretary of State Earl G. Miller.
