UP)--Th* future plans of two of tie major air transport companies in regard to re-bidding on government airmail contracts were hidden beneatlt a cloak o£ silence and uncertainty today. Headquarters of United Aircraft and Transport corporation, which operates United Air Lines, was a scene of intense activity but no comment on the temporary contract schedules was to be obtained. "Can't Understand It." Col. Eddiu Rickenbacker, vie? president of North American Aviation, parent company of TWA and Eastern Air Transport said "We can't understand it," adding that he felt there must be further analyzing of the provisions before the system was committed to a definite course of action. Richard W. Robbins, president of. TWA, last night, however, termed the government airmail program, 'insane" and the sequence of events featuring the airmail a "crazy quilt, with each new patch more ludicrous than the last." One feature discouraging to som» of the major companies and company executives cited for alleged "fraud and collusion" at the time the contracts were cancelled In February. Present at Conference. Colonel Rickenbacker, asked if bids would be entered by TWA and EAT, replied, "I can't tell." Various of the officers of both companies; including Capt. Thomas Doe, president of Eastern Air, were among those present at the 1930 airmail. J. C. PENNEY EMPLOYES HOLD TREASURE HUNT. Employes of the J. C.
