July 13, 1973 Parti British Official Reported Open to Blackmail Prom Reuton LONDON Britain's security commission report-ed Thursday that a government minister forced out of office by a sex scandal was "wide open to blackmail" because of his drug-taking. The five-man commission said Britain's national security had not been endangered by the minister's admitted associations with prostitutes. But it added that Lord Lambton, 50-year-old former junior defense minister, might have unconsciously given away some of Britain's secrets under the influence of marijuana. Evidence of his drug-taking and visits to call girls "was in the hands of criminals and up for sale.

Lord Lambton was thus wide open to blackmail," the commission's 11-page report said. Lord Lambton, ex-minister of defense with responsibility for the air force, and Lord Jellicoe, 55-year-old ex-leader of the House of Lords, resigned within 48 hours of each other last May over confessed "casual affairs" with prostitutes. Last month Lord Lambton was fined $750 for possessing marijuana. During the court hearing the prosecution showed a photograph of him smoking marijuana on a call girl's bed. The commission, a statutory body set up to probe possible security breaches after a similar scandal 10 years ago, said photographs and tape-recordings of Lord Lambton in bed with call girl Norma Levy had been taken by a Sunday newspaper and Mrs.

Paul Getty III, 16-year-old grandson of the American oil billionaire, has been missing from home for two weeks and may have been kidnaped, Rome police said today. The youth's mother, Gail Getty, told police she had received a telephone call Thursday afternoon and heard the voice of a man say: "We have kidnaped your son. Get the money ready for the ransom.

We will call you later." Mrs. Getty said the caller did not specify any amount of ransom. He did not call again, she told police. Police did not rule out the possibility of a hoax, and Mrs. Getty commented: "I think the phone call was some sort of joke." City police and the national carabinieri fanned out into various sections of Rome in search of young Getty.

The youth was said to frequent hippie hangouts. Mrs. Getty, divorced from J. Paul Getty told officials her son was seldom away from home for any long period of time. She said she did not realize he was gone for so long this time because she was away on a holiday until Thursday.

Getty was arrested last January during a leftist demonstration protesting the meeting in Rome of a right-wing Italian political party. He was released after two days. His lawyers argued that the youth was just a passerby at the time of the demonstration. At J. Paul Getty's Tudor mansion, Sutton Place, outside London, aides declined all comment oh the Rome reports.

Mrs. Getty also told police that the first tip on the disappearance of her son "came from his friends." She did not elaborate. "In any case, I am waiting for more contacts that can clarify the situation," she said. "I am alone. I don't know what to do.
