In selecting these objects, attention has been paid to the various institutions of tliis state, literary at well as religious.

The school fund is in a prosperous' condition, and if its pros iiects are reatized, will funusn nnunaaia prow vision for our common schools. The medical in stitution has recently received a liberal donation, and the asylum for the deaf and dumb is before the assembly, and its interests have been fully considered, without regard to the present sub ject. In making an appropriation, the committee arc of opinion, that the interests of Yale ollee ought not entirely to be overlooked. 1 lr.it institution is the honor, and it ought to bo just pride of the state. Its funds are inadequate to the demands which are made upon it, and they are probably much smaller, than they have been generally estimated.

It has obtained its impor tance among similar institutions tiy other means than its pecuniary resources. But an appropriation to hid the religious institutions of this state, is in the estimation of the committee, of much more importance tlvui any other, l'y such a disposition of the balance in question, every individual 'in the community will be directly or indirectly benefitted. So far as funds for this purpose are provided, the religious of all deno oimations will be relieved from burdens towmt.ii they are necessarily subjected. Even those christians who do not acknowledge the right of the civil magistrate, to tollectious for these purposes, will find ample means tor trie dispositions of monies which they may recciv, to xfil and necessary to the prosperity of their eMaUishmenls It will be perceived by The biH which aeroin Cues this Report, that no preferences nave given to one denomination of Christians over another but tliat in ascertaining the pro portions, which eachare so receive, the committee have been guided by a lileral policy towards those sectaries, whoe numbers are fewest. And it is confidently hoped that the religious of all classes will perceive in the measures which they have the honor to recommend, a disposition to foster andcherLh fhera.

As it may happen that for want of correct information some denominations may have beon the. committee have deemed it expedient, that a part of the foregoiug balance should he left unappropriated, that the Legislature have it in its power hereafter to supply any such omission when it shall be discovered. A Brighton letter states, that the tide of emi gration has turned, and that now more passengers return from France to that port than leave it. (Mass.) Oct. 31. Explosion About 6 o'clock on Monday morning la.l, Uie I'ovrder Mills in Lee were entirely destroyed by explosiou. 0 violent was the shock that many people in the vicinity of the mills were thrown from their beds, and almost every house within half a mile had its windows broken.

In Storkhridge, 3 m.lcs from Lee, Uie shock was severely felt but in reat Harrington, which is 8 miles further from Jee than SUxkbridg, ruiH in the tame direction, several windows were broken. The, difference in its effects, we arc unable to account for. In Lenox and Uie adjacent tonus the furniture of the towus were set in motion. The damage of the Mills is estimated at about $2l0. This is the third time within six months that an explosion has taken plac these Mills.

From Captain Elton, we learn, that a Spanish brig, prize to a pirate, had beeu recaptured by Uic United States' brig Tom Bowline, and had arrived at the Calize. The priie was from Cam "peirhy, with a valiiablo cargo. The pirates who had charge of her were put in an open boat, 15 leagues from the LjuI, hut had reached Ncw Orleaus. The prize was fallen ia with off Barataria, where the pirates intended to smuggle in her cargo. Captain Elton was off Bsnquilla de Piedras, on the 9lh of September, and was informed that the Patriots had taken Orisava, where they found a large deposit of specie.

The Spanish povernment schooner Coureta, of 4 guus, ar.l 6.1 men, had leeii captured by the Mexican Patriot, (formerly the General Bolivar) after a revere action of two hours and a half. Tho prize had arrived at Boquilla de Piedras. The United States brig Boxer, Captain Porter, in consequence of being worm eaten, was ordered to New York, and would sail in i0 days."
