Renewed Once Again at Judiciary Subcommittee head by Rep. Celler (D) N.Y., Strobel denied any impropriety. "It now appears, however," added, "that no matter how; honorable my conduct, and no matter how innocent my intentions, the mere existence my private business connections will be seized upon by some people to create sus picion and embarrass me and the administration. Celler said Strobel received $34,599 from the operations of the firm last year.

Mansure wrote Strobel that he accepted his resignation "with regret, for you brought to the Public Buildings Service a high professional competence and experience that has been of great benefit." Then the Administrator added: "I Relieve that decision (to resign) was the wise one under the circumstances and commend you for your. fine attitude. My good wishes go with you." Wastam, HO. 3-1191 sasaaa WASHINGTON, Nov. 9 The national chairmen of the two big parties took diametrically opposite views today on whether yesterday's elections showed a "trend" or had "national significance." In statements issued almost simultaneously, there was this contrast: Democratic Chairman Paul M. Butler The results "show that the three-year trend toward the Democrats is still strong and apparently getting stronger There is no doubt that this has national significance." i Republican Chairman Leonard W. Hall The elections "had no national significance It is a mistake to read a national trend into these local elections in an off-year." Hall's Statement Hall's statement: "Tuesday's elections had no national significance.

"Republicans made a good in some places and did not do so well in others. We won some Mayoralty seats from the Democrats while losing others; we elected Republican Supervisors in Fairfax County, for the first time in history and held both houses of the New Jersey Legislature despite a determined effort by the Democrat Governor to win control. "The two major contests, Governor of Kentucky and Mayor of Philadelphia, both presently held by Democrats, provided no upset. Fought on Local Issues "It is a mistake to read a national trend into these local elections in an off-year. The contests were scattered and were fought on purely local issues.

Many municipal elections were decided on'a non partisan basis. Furthermore, taking the country as a whole, apathy was widespread and only a few million voters went to the polls. is traditional for the party out of power to make some gains in off-year elec tions, just as the Republicans did in 1946. But, as we learned to our sorrow in 1948, Get Your Fall Apparel Now! Christmas Gift-Shop When You're Ready Select From America's Greatest Brands And tional victory at tne general elections. "A year from today, when over 60,000,000 people will vote on whether they want a continuation of the peace and prosperity of the Eisenhower Republican administration, I have no "doubt that the an swer will be a resounding vote of confidence for the GOP." Butler's Statement Butler's statement: "The election results show that the three-year trend toward thft Democrats ia still strong and apparently getting stronger.

On the basis of returns so far, it is quite clear that the Democratic Party Jias made gains everywhere. After making full allowance for local factors, there is no doubt that this has national significance. With the cams of vesterdav's elections, plus those rolled up in 1953 and 19o4, tne democrats will enter the Presidential election vear in a much stronger position at the State, county and local levels than at any time since the 1930s. "The national significance of yesterday's election results springs from the injection of PrpciHpnt Fisenhower into key local elections, and from many Democratic victories in 'weathervane' areas. Significant Fact "One.

significant fact that emerges from the election results is that Democratic victories were not confined to any one region. Democrats scored victories from New York and Connecticut in the East to California in the West, where a victory in a special State Senate election gives the Democrats the highest representation in the California Senate since 1938. "The 1955 trend is a continuation of one which started in 1953 and has grown strong er as the Democratic Party has carried forward its con structive records on national issues, The vote yesterday was clearly a further vote of confidence in the Democratic Party." "I think this is apparent from the efforts being exerted by certain members of the Republican Party to persuade the President to run notwithstanding his physical condi tion and the wishes of his family, with the possibility in mind that he would resign after the election." As, to whether he thought President Eisenhower would go along with this idea, Butler said: "No, I have enough confidence in his integrity that I don't think he would be a party to such a plan." Cites Smathers Plan Butler said a resolution In troduced by Sen. (D) in the last session of Congress calls for a consti tutional amendment which would require election of a successor when the President dies in the first two years of office. CIO Plea for New Layoff Pay COLUMBUS, Nov.

9 (2! Ohio voters in Tuesday's election decisively rejected a CIO plea for supplemental layoff pay and bigger unemploy ment benefits. Cpmplete, unofficial re turns to Secretary of State Ted W. Brown from all the State's 11,626 polling places showed the double-barreled union proposal received only 37.3 of the total votes cast. The count was: Yes 870,755: No 1,458,483. Union officials expressed be lief their Ohio defeat would delay but not prevent the simultaneous payment plan irom going into effect at the earliest date, June 1, 1956.

The deadline under General Motors and Ford layoff wage pacts is June 1, 1957. Such labor contracts, de signed to give jobless workers 60 to 65 of their take-home pay, are conditioned on ap proval of dual payments by States in which two-thirds of a company's employees work. Ohio law bans private supplement payments in addition to unemployment compensa tion. Intensive Campaign' The intensive union 'cam paign played up in television broadcasts and newspaper ads a proposed boost'in Ohio jobless compensation from a maximum $33 a week for 26 weeks to $50 for 39 weeks. The proposal also called for an increase in minimum bene fits from $10 to $15 a week and from $6 to $9 a week in dependency allowances.

(mi WASHINGTON, Nov. 9 Democratic National Committee Chairman Paul M. Butler today claimed portents of victory for his party in 1956 from the results of yesterday's local elections. But the Democrats' chief startled newsmen when he switched from his vote analy sis to charge that "certain Republicans" may force Pres ident Eisenhower to run for a second term and then resign. GOP Scheme Charged "I think that we should con sider a constitutional amend ment that in the event of the resignation of the President within the first two years of his term, a special should be held to choose his successor," Butler said.

Asked if he felt there was any likelihood of such an oc currence, the party chairman replied: MR. 16 JANUARY, 16 FEBRUARY, 16 MARCH 16 APRIL, 16 MAY, 16 JUNE Wear' the finest give the finest!
