Under the bill, Mayor Bowron said Los Angeles may apply for urban redevelopment loans to clear "blighted areas" which definition, he said, applies to 'Virtually the entire downtown area. The city's Housing Authority also may, under the bill, apply for loans to build public housing projects. These provisions, he declared, will help relocate low-income families who face loss of housing under any slum-clearance program, and also will open the way to provide "adequate, permanent housing for our low-income veterans." The Mayor said the bill's provision restricting public housing tenancies to families with incomes at least 20 under those paying private rents, will protect the building industry from "socialization," as feared by some builders and real estate men.
