THIRD TEAM May Double SACRAMENTO, Dec. 4 HP) The State Department of Fish and Game is drawing up legislation which would nearly double the cost of hunting! and fishing licenses for Cal- norma sportsmen, it was learned today. The United Press, through sources in two State departments, learned that the legis lation, to be submitted to the lawmakers next month, would provide this schedule: Fishing licenses, $5, up hunting licenses, $5, up Deer tags, $2, up $1, and pheasant tags, $2, up $1 While the department is not believed to be drawing up a bill for a $1 trout stamp, such a measure also is expectea to be put before the Legisla ture. Revenues On the basis of sales of about 1,285,000 fishing licenses, 640,000 hunting li cense's, 400,000 deer tags and 220,000 pheasant tags, the proposed increases would bring in some $4,470,000 annually in new revenues for operation of the Fish and Game Department.

A trout stamp would mean another $700,000 to be used toward the $1,700,000 annual catch- able trout program. Seth Gordon, department director, indicated that fiscal matters have been under con sideration by- his staff and that it has been discussed with Gov. Goodwin Knight However, Gordon said, "we're not ready to have any thing said publicly as yet. We had a conference with the Governor and, until such time as he decides the better course, we would not want to comment. In brief, the Trojan and Bruin squawk against the Pacific Coast Conference is based NOT on what was done to them for breaking PCC rules but WHAT WAS NOT DONE at other institutions that are logically and factually equally guilty with the Bruins and Trojans. It may look, at the moment, as if the Bruins and Trojans are rolling over and playing dead. But it was said here last Saturday that the Bruins would seek to reach a reasonable compromise WITHIN the PCC and establish a sound position from which to walk out of the PCC along with the Trojans and most probably Washington BEFORE they took the walk.

It must be remembered that when and if that walk is taken it is NOT taken because the PCC belted the Bruins and Trojans for breaking rules. They admit they did. They are, in fact, the only pair that admitted fully exactly what was going on. The others covered up to one degree or another. If the commissioner's office is realigned and Vic Schmidt put in his place, if the various universities are given autonomy over their own affairs, if the round-robin schedule is killed dead and the financial affairs of the conference readjusted, there will be no reason to bolt the PCC; That is, however! a big IF.

Until January, when the papas meet in Riverside, it can be but an commented that there is a disparity" in entrance re- California schools and other PCC members. "Stanford, UCLA and Cali fornia have the stiff est en trance requirements" in the conference," he said. The faculty representatives also adopted a policy where-l by nonconference schools that seek an interpretation of PCC eligibility rules hence forth will be referred to Commissioner Schmidt's office. In the past, Prof. Seaborg pointed out, nonmember schools of times have sought! clarification of the PCC code from individual schools.
