UP) The United States Chamber of Commerce directors called today for final elimination of all price controls, except rent ceilings, by Oct. 31 just seven months hence. The chamber issued its statement even as Treasury Secretary Vinson was telling the House Banking Committee "We are well on the way to a balanced budget" and that unless O.P.A. is extended for a year beyond June 30 inflation might spoil the bright economic outlook. Vinson disclosed that Treasury receipts from taxes "are larger than the estimates," government expenditures -are smaller than expected, and declared: "Today we can be more optimistic about the future than ever before.

It would be pathetic if w-e muffed this grand opportunity. We must maintain our controls over inflation a little longer." Notwithstanding this generally good situation, he said, "taxes must remain high." The Chamber of Commerce, through a vote of its directors, said that even before Oct. 31 there should be a progressive elimination of price controls in various lines. "The budget should be overbalanced and debt retired," the chamber directors declared. "Costs of government drastically must be reduced.

Deficit financing must be terminated." Pay Rise Urged for Clergymen Xeed for a larger supply of well-trained preachers was stressed yesterday by Dr. Ronald Bridges, national Moderator of the General Council of Congregational Christian Churches and president of the Pacific School of Religion, in an interview in the Figueroa Hotel. Popular esteem for ministers has declined somewhat in the last 50 years, according to Dr. Bridges, who said social work has attracted many efficient preachers into that service, the need for which has grown with the failure of the church to apply itself to social betterment.
