HAXSOJT Times Staff Representative SACRAMENTO, April 24. Gov. Warren's tax reduction bill was moved another notch toward realization today as a split 'appeared in Democratic ranks over the Bourbon policy of delay. The Fourt bill, embodying the Governor's tax recommendation, was purged of a controversial amendment which called for a 15 per cent rebate on the bank and corporation franchise tax. This put the bill back to its original status as a tax cut meas ure, but carrying me sales tax rate at 2 per cent instead of the 2M per cent originally proposed.

Gets Needed Votes Like old Br'er Fox, Assemblyman Fourt had been lying back in the legislative brush for days biding his time until Br'er Rab bit came down the path today with a sackful of votes and Fourt leaped out and grabbed them. The Democratic opposition put in an objection to further consideration of the bill today and Fourt was so elated over getting his 15 per cent legislative cockle-burr out of the bill that he was rolling around in the brush laughing himself sick and missed the chance to move for suspension of the rules. He' hopes to bring the bill up again tomorrowif he has the votes. Quick Move The rift in the Bourbon lute was disclosed earlier in the day. Without consulting Caucus Chairman Robertson.

Assembly man Dills of Los Angeles popped up on the floor just before noon recess and gave notice mat on the second legislative day he will move to pull the big budget bill out of the Ways and Means, Committee. It was lust use that no debate, no preliminary rumble. "Must have been a brainstorm or something," said Robertson, who had been absent. "I am a member of the Ways and Means Committee and we "plan an all-day session Saturday in an effort to bring the bill out." Dills told reporters that he made the budget move because he believes the committee has had the bill long enough. Then it was disclosed that Dills is circulating a roll call on which he is listing members who will go along against further delay in disposing of the tax-reduction bill.

Chiropractor Bill Fall (F) The Assembly refused passage to a bill by Assemblyman Dills, Los Angeles, which would have permitted the establishment ot a school for chiropractors to graduate them as licensed physicians and (Surgeons. Diils said that if a chiropractor now wishes. to become a physician and surgeon, he must go, to a recognized medical school and take, courses he already has passed. Amendment Defeated (U.R) The Assembly tentatively defeated a constitutional amendment to have the State Superintendent of Public Instruction appointed by the State Board of Education instead of elected.
