Manufacturer planning on a location la or around Lot Angeles In tbe future need have no fear that the present power shortage will prove more than temporary. John B. Miller, president of the Southern California Edison Company, in a statement to The Times, hows that, while the present power situation is due to an unprecedented drought general throughout the West stops have been taken to sreatly Improve the condition Immediately and to prevent its recurrence even should next season prove as dry as this has been. "Our plants are now generating 10 per oent more power than at the same time last year, In spite of the 26 per cent curtailment now In effect," seld Mr.

Miller. "In 1623 the Edison Company's load was greatly Increased due to the tremendous Influx of population during that year. Long before the present emergency became apparent, provision had been made to largely inorease our generating facilities. The present shortage was entirely unfore-eeen and unavoidable and has been brought about by the unprecedented low rainfall. The average precipitation In Southern California for the past forty-six years has been 15.37 Inches, while this year It was only 6.67 Inches." SURVEY IS MADE When asked If this condition is a local one, Mr.

Miller said, "No, It Is general throughout the Western States. A recent survey ehows that In such widely separated points as Boise, Salt Lake City, Seattle, Portland and San Francisco the rainfall Is far below normal." "Huntington Lake, our principal reservoir, has a capacity of 88,000 acre feet and normally will handle 112,000 acre feet during the season," Mr. Miller said. "This year the greatest amount of storage was 21,500 acre feet. The Kern River, which ordinarily carries considerably over 600 second fet of water at thl- season of the year, is now running ohly 160 second feet." When asked to explain why the 25 per cent curtailment is necessary, Mr.

Miller stated that In reality the actual power ehortago on the Edison company's system for the entire year Is approximately per cent. Practically half of the year has gone by without any reduction In service and In order to get through with as little Inconvenience as possible, the necessary curtailment must be crowded Into a period cc approximately four This is the reason that the 25 per cent reduction Is now necessary until rains have fallen or increased generating capacity under construction has been put into commission. 6TEAM PLANTS OPERATED are generating electricity from every possible source and are buying from other companies very kilowatt of energy that la available," Mr. Miller added. "At the present time we are operating fourteen steam plants, only four of which belong to our company, the others being leased for the emergency.
