Mr.

Sheedy, who has for many months been the European director of the Shipping Board, Is now In Europe, but was cabled to return Immediately and take over Mr. Frey's work. He will sail for the United States May 4. LOS A'GELES BtAN Vice-President Frey. who was one of the three $33,000 vice-presidents of the Fleet Corporation, came here from Los Angeles, where he was general manager of the Los Angeles Steamship Company, operating the Yale and Harvard.

Before that he was prominently identified with shipping and commercial Interests in San Fiancisco. In steamship circles Frey has been regarded as the premier operating expert of the country, and much was expected of htm In placing the operations of the government ships on a safe basis until private ownership and operation could be insured. Since coming to Washington he has devoted himself almost exclusively to his desk, and his breakdown- is due, associates say, to overwork. MASS OP DETAHi The reorganization of the operating end of the Fleet Corporation and the changes made necessary by the new lines of policy adopted threw a great mass of detail on the shoulders of Mr. Frey, and some time ago he had to leave his desk.

His condition grew, worse and ten days or two weeks ago he was taken to the hospital in the hope that special treatment could speedily restore him to health. This expectation was entertained by officials of the Shipping Board until today, when the verdict of the doctors forced a new arrangement of affairs until Mr. Frey is able to take up his duties on his complete recovery.
