7:45. TULARE, Dec. 7. (Exclusive) With the county ordinance requiring testing of herds now in effect. Federal inspectors are empowered to examine any herd and condemn tubercular animals.

Dr. W. W. Worcester of the Bureau of Animal Industry of the United States Department of Agriculture, with headquarters here, is directing seventeen testers examining about 8500 cattle a week. The work Is expected to be completed in Tulare county by January 1, with the inspectors then moving to Kings county.
