CHANGES STATED Briefly 6tated, the proposed charter chanpes are as follows: Amendment No. 1 seeks to restrict to 10 cents on each 100 of taxable property the expenditure on music from the 15-cent levy for music and advertising. No. 2 proposes that of the remaining 6 cents In the above fund, not less than 2 cents shall be spent on advertising; 2 cents for recreation and cent for entertainment. No.

3 provides a tax levy of 2 cents or the care and relief of needy persons, and is designed to give the Community Welfare Council definite revenue for humanitarian work. No. 4 calls for an additional levy of 3 cents for advertising Santa Monica and Ocean Park, and Is designed to Include the entire community in sharing advertising expense which during the past four years has been shouldered by a small group of Santa Monlcans. Such campaigns as those of the Greater Banta Monica Club are said to have brought thousands of residents to settle here, and to have added millions to property values. No.
