of Dallas has taken over ownership and operation of radio stations KNOW-AM and KCSW-FM. The company, which also owns radio stations in Dallas, Laredo, Port Arthur and Beaumont, purchased the Austin stations earlier this year. Vice president and general manager Joe Abernathy said the company will spend $250,000 to improve the stations' technical facilities. Abernathy said KCSW will be listed with the Federal Communications Commission as KEYI but will be known as KEY 103 FM. "The change to KEY 103 will make it easier for our listeners to remember the station's call letters, dial position and the fact that KEY is the only radio station in the market that plays music with high appeal among adults." KEY 103 will play "adult contemporary music" popular with people between the ages of 25 and 49, Abernathy said.

News, sports and weather also will be featured. Hicks spokesman Sandra Bigby said KNOW will retain its call letters but change to an "urban contemporary" format featuring such musical artists as Fleetwood Mac; George Benson; Earth, Wind Fire; Boz Scaggs; Kool and the Gang; the Isley Brothers; and Christopher Cross. The job could net some firm in excess of $2 million.

Refinancing is designed to help ease the sale of the city's 16 percent share of the South Texas Nuclear Project. But City Council members are still apprehensive "and a little nervous" about the city staff's proposal for the city to borrow about $550 million. The $550 million will be re-invested at a higher interest rate to retire the city's current $900 revenue debt. "I'm Just not sure this is what the city of Austin should be doing at this time," Mayor Carole Mc-Clellan said Monday. McClellan was the only council member present at a special meeting to discuss with city financial experts the letters which will be mailed today.

"Every time I ask a question I get a different answer to the same question," McClellan said. "I'm Just trying to understand it." City Finance Director Phil Scheps said he was "trying to make the mayor more comfortable with this. "That doesn't mean we are not giving factual Information," Scheps said later. "She has some concerns and is a little bit nervous about this. It's my job to give the council information to make the decision.

Scheps and Jim Kerley of First Southwest the city's financial adviser, are also nervous about the current market conditions and their effects on the proposed refinancing scheme. "The market is going with us now (compared) to last week," Kerley said. "If it changes too drastically, we can't do It (re-finance the bond debt) at all. We have that option." Firms interested in landing the job have until Jan. 6 to present proposals to the council.

The proposals will be evaluated, and the council will decide Jan. 14 whether to take the next step and contract for the Job. The group still represents the largest foreign group attending, college in the United States. Other countries with more than 10,000 students enrolled in this country are, in order of Taiwan, Nigeria, Canada Japan, Venezuela and Saudi Arabia. With 2,347 foreign students out of a total enrollment of Texas Southern University in Houston has the largest foreign, enrollment in the state and is fifth highest in the nation.
