Carl Se.cner. 76. of 2555 Stahl ave NYV in Kendall Heights, died today at 5:55 a. m. in the Massil- ion city hospital.

He had been a patient there for about four days Mr. Scgnrr and Ht-rshey Meek of 17 81 st SW operated the Meck-Seuner men's clothing store at 40 Lincoln Way between 1918 and when the incorporation was dissolved and Mr. Segner went into retirement. JEAN FROCKS. is now occupying the former store's quarters.

Mr. Meek is now associated with the Massillon Automobile club. Mr. Segner joined the former Diclhenn Clothing Co. following high school graduation here in about 1902.

He remained with the firm when it became Progressive Clothing in 1910 and of course stayed on to become secretary of Meek-Segner. Born in Massillon. Mr. Segner was one of the charter members of the Massillon Rotary club when it was formed in 1916, and was a longtime member of the Massillon Chamber of Commerce. He also was a member of St.

Timothy's Episcopal church. Survivors include his widow, Mrs. Edna Segner; two daughters. Mrs. Harold W.

Anklam of Fort Lauderdale. and Mrs. William H. Close of Chagrin Falls: CARL B. SEGMER retired clothier a sister, Mrs.

Says Study Of Communism Is Dangerous MIAMI BEACH. Fla. CAP) The study of communism is spreading rapidly in the public schools but th-e instruction is often distorted and even dangerous. That warning io the nation's top school officials was voiced today by Richard I. Miller, who conducted a nationwide survey for the Xationa! Education association.

Teachers arc not prepared properly to teach their students about foreign affairs, and the materials available to them "leave much to be desired." Miller told the Council of Chief State School Officers. There is need for more realism in teaching about the Soviet Union, Miller said in a prepared speech. "Comparison of the highest i American ideals with selected Soviet realities is distorted education, and dangerous besides," Miller said. Students not properly equipped to question those comparisons. Miller said, may find themselves, "as did many U.

S. prisoners of in Korea, un-able to cope with brainwashing." Safety-Service Director Raymond J. Marc-hand said today that on request of the Harvey school PTA safety committee, he is instructing city police to make niTWits for parking violations iu the school area. Director Marchand met With the PTA safety committee Tuesday night to discuss complaints OUT traffic hazards in the school area. THE DIRECTOR said one of the main complaints is about the hazard created by parents who stop their ears in front of the school sometimes double parking while waiting to pick up their children.

A'ew signs ordering ''No stopping, standing or parking" will be substituted in the n-o parking zones in the school area, the director said. This also will be done in other schools in the city where a similar problem exists. Mar- char.d said. Police have been warning parents in the Harvey and other districts who cause traffic congestion in school areas by illegal standing and parking, but so far no arrests have been made. The practice has been the concern of the Massillon Traffic Safety Committee for some months and last year the MTSC sent letters to all PTA groups requesting them to take action to end existing traffic hazards in their own school areas.

The Harvey PTA safety committee is also asking the city to push the installation of sidewalks; on 14th st SW between Lincoln Way NW and Main ave W. This street is used by many children as an access to the school. Marchand said he advised the group to circulate petitions among property owners to secure the needed improvements. If sufficient property owners agree. city council can then approve the Promotion For E.

G. Kondas Edward G. Kondas has been; named assistant manager of public Steel corporation's Cleve- i land district Steel plant, E. W. district manager, an- noiinced today.

Kondas, formerly general superintendent of Republic's Chicago district steel plant, succeeds Carlson, who was recently promoted to the district manager's post. Kondas joined Republic in 1948 as a technical operating trainee. Upon completion of the program in 1950, he was appointed charging foreman in the Cleveland district steel plant's open hearth department. He was named general charging foreman in 1953, and a year later was promoted to assistant superintendent of the open hearth department. In 1961, he was named general superin-: tendent of Republic's Chicago district steel plant, the post he held prior to his present appointment.

A native of Homestead, Kondas holds a bachelor of sci-! ence degree in metallurgical engineering from Carnegie Tech. Kondas, his wife and two children will soon move to Cleveland from their present home in; Flossmoor, 111. sidewalk project. THE SECTION 7 which is now without sidewalks is from Main ave north about half the distance to Lincoln Way E. The Massillon board of education is reported willing to install the walks on its part of this section.

Mayor David Meyer said he would get in touch with the office of Division 4 of the state highway, departmen-t at Ravenna to request i I that an automatic traffic light be installed in front of Fairless senior high school and the Navarre elementary school. The mayor said today that his i request was refused by the division office when he discussed the proposal by telephone this morning. However, the office said it would consider erection of steel poles and a flasher sign with a 20-mile speed limit.

Meyer said the village will accept the offer of the division office. An estimate secured by Councilman James Tabellion for a door to be installed between the -office and garage of the village street dept. was accepted by council. The cost of the door to be installed by F. E.

Stanford of Navarre will be, $38, plus $25 for a metal covering, in addition to needed asbestos to make it fireproof.
