"People who have a sixth-, seventh- or eighth-grade education will have a lot more trouble and will have to work harder than a person who dropped out in high school. They may have to spend a year or two of studying if they're really serious about it." This fall KET will market "Learn To Read" to PBS stations. The program, produced by WXYZ in Detroit, is targeted at people with no more than a fourth-grade education, according to Bill Wilson, vice president of KET Enterprise.

The series "Another Page," for those at the fifth- through eighth-grade reading level, will be aired next February, Wilson said. And in November, the five-part series "Teaching An Adult To Read" will be broadcast. Wilson said the program is for those who want to teach others to read. grees, and that figure is growing by an estimated 1 million a year, according to the American Council on Education. About 25 percent who enter school do not graduate, and only 2 percent of the dropouts come back each year to earn a GED diploma.

The series has been carried on the Public Broadcasting System since October, with 137 licensees representing 231 broadcast outlets in 45 states airing the 30-minute programs that cover reading, writing and mathematics. It took nearly four years and $2 million to produce "GED on TV." Kentucky produced the reading and math sections, at nearly $1.5 million, and Mississippi handled the writing segment. The programs focus on learning skills rather than trying to present all the information a student covers in high school. They also include three textbooks to guide the person through the 22 hours of study. The TV course is designed to give students the skills to analyze and in-tepret passages in literature, social studies and science; solve everyday problems in basic math and write clearly and effectively.

"One reason the programs work so well is because a person can go at his own pace in adult learning centers," Webb said. "With adults, the time available to study is very erratic. Some don't like the regimen of classes." KET temporarily waived its copyright during a "freeview" airing over PBS, giving stations unlimited broadcast rights from Oct. 25, 1986, to Sept. 30, 1987.

Cookie mogul Wally "Famous" Amos, who earned his GED while in the Air Force, serves as national spokesman and is host of five segments on reading. "He had the presence we liked as a host," Webb said. "He is truly committed to helping people. He feels that's why he was put here on earth. And he's willing to tell people in a big way that he has" a GED.

Kentucky Gov. Martha Layne Collins had the programs sent to other governors, urging them to promote the series in their states through television and learning centers. "She thinks it's important and she's real proud of it," Webb said. Among the people appearing in the programs are Nobel Prize-winning physicist Sheldon Glashow and astronauts Sally Ride and Story Mus-grave. Musgrave became a GED graduate after he earned a medical degree.

The GED tests were created in 1942 by the American Council on Education to help U.S. military personnel earn high-school equivalency diplomas. The tests are designed to measure the application of knowledge and skills gained in four years of high school. Between 1971 and 1981, nearly 4 million adults passed the test. KET produced an earlier version of "GED on TV" in 1972 that was aimed primarily at Appalachian states.

The version is still widely used in learning centers, prisons and military bases. "Ever since we released the first GED program, we got feedback from people on the content and other things," Webb said. "But it had really lived its life and was dated." Webb believes the new GED series can make a significant contribution in education. "We know in Kentucky that the number (of GED graduates) is up 28 percent, and we know that's directly attributable to the programs on KET," he said. "We know that if they're used with a reasonable amount of promotion, it will make a difference." Webb thinks students should be told that it will take a reasonable effort to pass the tests.

"We need to tell that it's no easy undertaking so they won't have an earn a high school diploma. KET. in conjunction with the Mississippi Authority for Educational Television, produced a 43-part program called "GED on TV," EDUCATION which is designed to help adults pass the high school equivalency exam, the General Educational Development test. In addition to notifying its own safety officers about the problem, the UMW asked Bill Sutherland, the chief of MSHA's coal health division, for help in correcting the situation. "As you know, dust control in underground mines is entirely feasible with existing technology and we see standards no real reason why compliance with the respirable dust standard should not be achieved at these and all other mines," said the letter to Sutherland from James Weeks, the UMW's deputy administrator for occupational health. MSHA spokesman Frank O'Gor-man said the agency has issued citations to the 18 mines cited by the union, and said that at two of the mines Mid-Continent Coal's Dutch Creek No. 1 mine in Colorado and Plateau Mining's Star Point No. 2 mine in Utah "we have already initiated a program to reduce the dust in the air so they will comply with the regulations." "When those two are completed, we will start on another two of the 18, and we will go through the list progressively to try to bring them into compliance," O'Gorman said.

O'Gorman said federal law requires coal operators to send underground air samples to MSHA laboratories for testing. "If records show that a five-sample grouping shows that (the mine) is in violation of the standards, then the mines are cited," he said. "We thought it was important that, before we did what we did with the souvenirs this year, that we enforce our (trademark) rights the same for everybody," Ms.

Snyder said. The track ensured that souvenirs sold near Churchill Downs at Derby time were officially licensed. The Downs has registered as official trademarks the words "Kentucky Derby" and "Churchill Downs" and the likeness of the track's twin spires. Any unauthorized use of those words or pictures is prohibited.
