Dick Barndt, who specializes in local government and says he spends "a lot of time digging into old laws," said he researched the law and found it no longer in force. "After I quit laughing (after reading about the. mayor's interest in the old law), it took me about 10 minutes to trace it," he said.

The law, included in an act of the Republic's Congress incorporating the City of Austin, forbade city officials from altering the streets of the original city grid surveyed by Edwin Waller, an agent of the Republic. McClellan, although stressing she had not yet had a report from the city legal staff on the status of the law, said Tuesday it might mean the City Council's 5-2 vote last week to narrow Congress Avenue from six to four lanes was invalid. Barndt, however, said his research shows the law was moot by 1862 at the latest An 1846 law, Barndt said, replaced the 1839 version and provided that streets could be altered with the permission of the adjoining property owner. Ten years later, another law gave city officials extensive power but was "so damn general," Barndt said, he would not "want to hang my hat on it." But in 1862, he said, the legislature passed a law that made it "perfectly clear" that city officials had the authority to alter streets in Austin. The law, he said, amended the 1856 act, giving officials power to "open, alter, abolish, widen, extend, establish, grade, pave or otherwise improve, clean, and keep in repair, streets, lanes, avenues or alleys." Each time a law is passed, he said, it repeals all prior laws "to the extent of conflict." Jim Nugent More fun and games at K-98.

The radio station, officially known as KHFI-FM, has been sold to Dick Oppen-heimer, owner of the religion-oriented KIXL here, and there are some hard feelings among the old K-98 jocks. Some of ihem in recent days have been making veiled references to getting fired. One said he would be on "as long as they let me," and another exclaimed, "I regret that I have only one life to give for my radio station." A third played "Silent Night" Tuesday morning. Oppenheimer assumed control of the station Thursday. Program director Jim Roberts said the station will continue to play the same basic type of music, Top 40 rock.

He said some employees have been fired and others have resigned. Seton Hospital has been experiencing something of a baby boom recently, and one nurse had a ready explanation: It's been about nine months since Texas-OU weekend and people were celebrating the Longhorns victory. Texas Railroad Commission member Jim Nugent has hired a campaign press secretary for his race against former Lubbock State Sen. Doc Blanchard. It's American-Statesman Capitol reporter Jim Baker.

Baker leaves the newspaper and joins Nugent staff Monday. It's hot, and more than 1,200 people have died because of the heat wave gripping much of the nation, but an Aggie psychiatrist says it's not nearly as bad as the news media would have you believe. Texas College of Medicine psychiatrist Robert Rynearson says the human body 7T can tolerate the hot temperatures. But, he maintains, the daily reports of human and livestock deaths and agriculture losses are "causing needless anxiety among people." "I have received calls from relatives in New York asking if I am okay, and I had to explain to them the drought isn't as serious to health as the news makes it sound," he said. Members of the 924th Tactical Airlift Group (Reserve) from Bergstrom AFB won second place in air-drop competition last week among Air Force units at Pope Air Force Base, N.C.

The competition included aircraft and teams from all C-130 wings in the Air Force, as well as teams from several foreign countries. The teams were graded on how close they came to their ground target and how close they came to dropping the loads at a specified time. Members of the Austin unit include Lt. Col. William Didlake, Lt.

Col Bobby Gassiott, Capts. Bruce Bennett and Steve Savell, Senior Master Sgt. Raul Cavazos and Master Sgts. Alfredo Pena and Jeffrey Voeltz. Someone is doing some overtime work with a can of spray paint.
