B8 Austin American-Statesman Wednesday, October 11, 1978 Southwest Austin mall could blossom into largest in state business beat Activity surrounding development of Barton Creek Square, the massive shopping center being planned for Southwest Austin, should be picking up shortly after a dormant period. In a telephone interview Tuesday, representatives of Melvin Simon Associates of Indianapolis, Ind. said plans for the mall are progressing on schedule. One of the Simon reps has been spending the past several months working on leasing, while the shopping mall developer finalizes design ideas. The word out of Indianapolis was that Gordon Sibeck of Dallas, designer of two San Antonio malls, including recently Developers of the Orange Tree Condominium complex between West 25th and 26th streets and Rio Grande and Seton avenues soon will start construction of two additional phases bringing the complex from 32 to 102 units.

The new phases will be built directly, north and south of the existing complex which was sold out before completion. Total sales value of those 32 units was about $1.5 million, or about $46,875 each. Buyers of those units were primarily parents of University of Texas students. Phases II and III of the project should be completed in the fall of 1979 and spring of 1980, said Mike Bintliff of the Hamlets Corp. The investment group planning to build the new University State Bank office tower on the northwest corner of Guadalupe and 15th streets has purchscd the half-block of property south of 15th between Guadalupe and Lavaca.

That property currently is being used as a parking lot. Ruben Johnson, chairman of the bank, said his group is "extremely pleased" about the acquisition because of its location and size. Development plans for the half-block will be decided on after study is given to the bank tower's transient parking needs, he said. david frink ft. Wendell for investment counselors David L. Babson Co. of Boston.

Wendell contends there are many economic negatives investors are faced with, and which may cause such flip-flops in the markets. Recession fears: Odds are high a recession or stagnation will begin before mid-1979. The recovery that began in early 1975 faces being choked off by rapid inflation, high interest rates and the leveling of real consumer buying power. Mounting interest rates: These have risen back toward the all-time high of 1974 as the economic upturn progressed and excess capacity shrunk. The U.S.

money supply has been growing at an 8 percent annual rate, a near-record. Current rates don't provide a positive real return to lenders after inflation. It's unpredictable how much higher interest rates would have to move to slow down borrowing and the money supply. Typically, rates start down after a recession has begun. Persistent high inflation: It remains disturbingly high after reaching 10 percent in the first six months.

Unit labor costs are rising at 9 percent. This is much faster than at a comparable stage of the prior cycle. The root of the problem is the failure to slow the long-term growth of government spending. Wages-price guidelines: The Carter administration, after its glaring failure in "jawboning" its economic policy last spring, is about to tout "Phase 2" of its policy. Details aren't known but it's likely to be a warmed-over version of the Johnson administration guidelines.

This has almost no chance of working since it doesn't come to grips with basic problems. There may be a push to get wage and price hikes in place, making inflation even worse. BOSTON (AP) Braniff International Airlines has applied for permission to run daily, non-stop flights at reduced fares from Boston to Europe and Latin America. In a Tuesday application to the Civil Aeronautics Board, Braniff sought to fly the Boston-to-Lon-don route vacated recently by Pan American Airlines. It also sought extensions of its routes from Boston and New York to Panama, Peru, Colombia, Ecuador, Chile, Brazil and Argentina.

There are no current routes between Boston and Central or South America. The European flight would offer daily, round-trip, non-stop service between Boston and London's Gatwick Airport for $219 round trip. Fares to Paris, Amsterdam and Luxembourg would be $230 and to Frankfurt $245 round trip.
