Dr. Mermelli received $124,000 from Medicaid in 1974, mostly for operations performed in Von Solbrig Hospital, Gaines said. Despite The Tribune investigation and a resulting probe into Dr. Mer-melli's public-aid billing, the doctor reportedly is still practicing medicine in Illinois and receiving Medicaid reimbursements.

However, after the series of articles appeared in the paper, the head of the hospital, Dr. Charles Von Solbrig, was sued by. the state and voluntarily turned in his license, closed the hospital and retired. Gaines told the subcommittee the investigation disclosed that Dr. Mermelli per Chicago Tribune Service WASHINGTON A House subcommittee investigating the quality of surgical care in the nation's hospitals heard a Chicago Tribune reporter Monday describe the assembly-line surgery performed at the now-closed Von Solbrig Hospital in Chicago.

The hospital was closed following a 1975 investigation by The Tribune, which resulted in a series of articles on unnecessary surgery done at the hospital. The reporter, William Gaines, obtained a job as a hospital janitor but soon found himself doing duties usually reserved for people with medical training. "But we found that due to the condition of assembly-line surgery that was going on at the hospital, I was pressed into service to help out in the surgery room," said Gaines. Toon renominated as Moscow N. Y.

Daily News Service WASHINGTON Malcoim Toon, a career foreign-service officer with a reputation as a hard-liner in relations with the Soviet Union, was renominated Monday to be the United States ambassador to Moscow. Toon, 60, a specialist in Eastern European affairs, was first nominated to the Moscow post by former President Ford late last year. But the nomination was withdrawn by the Carter administration along with a number of other pending nominations soon after inauguration. Originally, the Soviets withheld their concurrence in Ford's appointment of Toon, apparently because of their experiences with Toon in previous posts, including when he was the State Department's political officer for Eastern Europe and was ambassador to Czechoslovakia and Yugoslavia. Subsequently, however, the Soviets gave in and accepted Toon.

White House officials said that the original withdrawal of Toon's nomination was no reflection on him but was taken because Carter wanted to review all of Ford's appointments. together.
