City Attorney David Fowler also is reviewing the landscaping rules, according to Anderson, director of planning and community development. Anderson said he'd like to see the city and county attorney reach an agreement before the planning commission considers any changes. Meanwhile, City Commissioner Alan Braden, who chaired the shortlived review panel, said he's learned enough about the commission's finances to be comfortable. And he has encouraged the planning staff to host a workshop and take other steps aimed at improving service.

Braden said the planning commission staff is still operating on a budget equal to last year but increases may be approved in budget amendments later. Norris was more impressed with what he heard in a July meeting with Ben Book, a regional officer of the federal Community Development program. "In our conversation, I learned that Owensboro could very easily be described as a model for other cities in the Southeast Region. I was impressed by his comments and praise for Roger Anderson and his staff," Norris wrote in an Aug. 12 letter to Owensboro Mayor David Adkisson.

In that letter, Norris announced the county was withdrawing from the review committee. He said all the county's concerns had been addressed with the exception of the landscape ordinance. At the Aug. 26 Daviess Fiscal Court meeting, Norris said the requirements are "overkill." County Attorney Bob Kirtley said he didn't feel comfortable enforcing the landscape rules in light of an attorney general's opinion saying the city may not have that authority. By Stewart Jennlson Messenger-Inquirer A formal review of Owensboro Metropolitan Planning Commission finances and operation ended quietly in mid-August after Daviess County withdrew from the committee, officials confirmed this week.

The oversight committee grew out of the city of Owensboro's spring budget review process when questions were raised about a request for a budget increase and transfers between the countywide planning and zoning division and the city-only code inspection arm. With three members each from the city and county, the committee met twice and collected information from a questionnaire distributed to business people who deal with the commission staff. Except for complaints about landscaping requirements and the county's building inspection office, the comments were largely positive.
