(AP) The Kentucky His-tiic Preservation Review Board Tuesday approved the nomination of the Paris Pike Historic District to the National Register of Historic Places -i- a move that could throw a monkey wrench in the state's plans to four-lane the Paris-to Lexington road. CThe historic district, which takes in nearly 5,000 acres of scenic Bluegrass horse farm country, miles of hand-built stone fences, stately trees and elegant homes, was nominated for the National Register by the Lexington-Fayette County Historic Commission.

Commission Executive Director Richard Decamp said Tuesday that if the district is accepted ot inclusion in the National Register it would mean that any federal funds spent in that district would be reviewed by the President's Council on Historic Preservation. Mrs. Louie Nunn, wife of the former Kentucky governor, is a member of that council. Federal matching funds normally are used in the construction of state highways. Decamp said if a district is accepted by the state review board it is generally accepted also by the National Register.

The approval process should take about 60 days, he said. Inclusion in the National Register "could prove to be a stumbling block" to the state's plans to construct a modern four-lane highway, Decamp said. Kentucky Transportation Secretary John Roberts announced Feb. 1 he had decided to proceed with the widening of the highway.

He had ordered right of way acquisition halted and the project delayed pending a review of the project by outside consultants. The consultants recommended that the road be widened and improved, but left a two lane highway. They said further study should be done of other Lexington to Paris routes. Meanwhile, Gov. Julian Carroll, in an interview last week, said he does not intend to become politically involved in the controversy over the Paris Pike.

"I told the secretary of transportation I wanted a professional decision made, that I was not going to make a political decision," Carroll said. "In my judgment that was done. "I have not made a political decision about the Paris Pike," he continued. "If I had, I might have made the decision otherwise." Carroll said he didn't think any further study was needed. "There are some things you study to death," he said.

"The Paris Pike has been studied to death." attorney was told what the charges were, she said. Human Resources officials have denied charges by LaFollette concerning the hospital, including his claim that patients were locked in their cottages and the atmosphere was like a prison. Conn said Tuesday that problems have occurred at Oakwood because employes have not always known where to look for leadership. "There should be no more confusion," he said. 'Harold Cole is the man I look to to run this institution.

"He has my 100 per cent support, the support of Dr. McElwain and the support of the entire department," Conn said. He urged Oakwood employes to improve internal communications and said Cole will try to let each employe know how his or her work "fits into the overall goals and treatment plan for each patient. "Oakwood is a sound facility with a dedicated and skilled staff," Conn said. "There is great potential here and we have the chance now to see it realized." Cole, 45, has worked in the Department for Human Resources since 1972.

From 1972 to 1974 he was personnel director at Outwood in Dawson Springs, another state residential facility for the mentally retarded. From 1974 to 1976 he worked in the department's Bureau of Administration and operations as southeastern Kentucky regional administrator. Before joining the department he taught school for nine years at Knox Central High School and seven years at Ashland's Paul Blazer High. (AP) Harold F. Cole, interim director of Oakwood, Kentucky's administratively troubled Somerset facility for the tetarded, was named director Tuesday by Human Resources Secretary Peter Conn. Conn traveled to Somerset to inform Oakwood employes of the appointment. He was accompanied by Dr. William McElwain, commissioner of the Department for Human Resources' Bureau for Health Services.

Conn said he has been "tremendously impressed" with Cole's performance as interim director at the residential facility since former director Maurice LaFollette resigned Feb. 4. He said that in four and one-half years in the Department for Human Resources, Cole "has built a solid reputation as an administrator." Conn said after LaFollette's resignation last month that he was looking into persistent administrative problems at Oakwood. LaFollette had been th institution's fifth director since it opened about five years ago. Bis resignation was closely followed by those of James Michael, programming director, Dr.

Warren Burke, health director, and John Garner; community resources specialist. LaFollette was asked to resign after allegations of misconduct and mismanagement were lodged against him by the state. He said he was not informed of the specific charges. Conn has declined to discuss specific charges, bufhis administrative assistant, Joan Riehm, has said LaFollette and his attorney were to meet with a Human Resources attorney Jan. 20 concerning the charges.
