At a press conference Tuesday, Rivers announced that she is taking on her mentor, friend and boss Johnny Carson with a new late-night talk show that will debut this fall. Rivers has been the permanent guest host of Carson's Tonight Show since 1983. She was "discovered" by Carson 23 years ago.

Late Night Starring Joan Rivers is the program Rupert Murdoch's new conglomerate plans to use to start a fourth network. Murdoch engineered the merger between Twentieth Century-Fox Broadcasting and his six Metromedia TV stations in New York; Los Angeles; Chicago; Washington, D.C.; Dallas and Houston. The new network will be a satellite-delivered service similar to Ted Turner's failed scheme to spin WTBS into a commercial network. Prime time programming will start on the Fox network in March. Rivers had two more weeks of guest-hosting to go on her contract with NBC but was quickly replaced after Tuesday's announcement.

She said in an interview Tuesday with USA Today that she tried to call Carson on Monday but he first refused to take her call, then took it and hung up on her. Carson's spokesman said he had been "shocked and surprised" to learn through a press release of Rivers' departure. Carson may be feeling a little burned these days. Another prote Second in the Nielsens last season, CBS is first out of the starting gate with its schedule for the new fall season. A spokeswoman for the network delivered the network's lineup Wednesday by phone.

There were no real surprises in the cancellations, but there were a couple of mild surprises in the renewals. The Equalizer, which has become a cult favorite among viewers enamored of the aging Dirty Harry-' type played by Edward Woodward, is coming back. So is the new ver-sion of The Twilight Zone. Kate starts Monday night, Newhart comes somewhere in the middle, and Lacey closes the evening. In between are two -new series, Taking the Town, a comedy starring Pam Dawber as a free-lance photographer, and De- signing Women, a sitcom about I four women starting a decorating business in Atlanta. It stars Delta Burke, Dixie Carter, Annie Potts and Jean Smart in what sounds like a younger version of NBC's Golden Girls. Tuesday night, another new se- ries leads the night, The Wizard of Elm Street, a fantasy-adventure about a midget (David Rappaport) with extraordinary powers. Next is The Tuesday Night Movie.

Wednesday nights, CBS's biggest headache, starts off with two new sitcoms. Together We Stand stars Elliott Gould and Dee Wallace Stone as parents of a brood of children, including an adopted Asian boy and an adopted black girl. Better Days stars Raphael Sbarge as a Beverly Hills boy forced to move to Brooklyn and live with a crotchety old relative over a fruitstand. Later on Wednesday nights is Magnum, P.I. and The Equalizer.

Simon and Simon, which sur- vived the cut despite tumbling rat- ings opposite Cheers and Night Court, leads Thursday night It will I be followed by Knots Landing in a I new time slot. Last on Wednesday is Kay O'Brien, Surgeon, a new dra-i ma starring Patricia Kalember as a 28-year-old surgical resident. 4f Sequel From C1 ge, David Brenner, also is starting his own late-night talk show, Nightlife. Brenner's syndicated series will debut in September. Carson may not be as generous with his influence as was Steve Allen, who helped countless comedians get started, but Carson has helped several most notably Rivers, Brenner and the more appreciative David Letterman.

Carson, the King of Late-Night Television, has faced lots of competition since becoming host of The Tonight Show in 1962, but none of them could dethrone him. Canadian TV star Alan Thicke's Thicke of the Night, produced by former NBC chairman Fred Silverman, was a quick disaster In 1983, but some people chalked up the failure to Thicke's lack of American exposure. Still, Carson has defeated worthier opponents than Thicke, namely Joey Bishop, Dick Cavett and David Frost. It is true that Rivers' hosting stints are often higher rated than Carson's, but that may have been due to her guests or the fact that small doses of Rivers' venom can be enjoyable. A nightly dose, week in and week out, might not be quite as amusing.

When she has been host during Carson's two-week vacations, her ratings rarely have matched his. In the past three years, since she became the permanent guest host on The" Tonight Show, Rivers has enjoyed a phenomenal spurt in popularity. Her nightclub appearances are the hottest tickets in Las Vegas, and she has a successful line of funny-but-crude greeting cards. Despite her acid-tongued comedy routines, she is generally known in Hollywood as a charming, kind-hearted lady whose success is long overdue. But treating a man as widely respected as Johnny Carson with such apparent disrespect could change that reputation and her popularity dramatically.

-i-f A Rose For Mom '-V si Joan Rivers' new late-night talk show debuts this fall. On Friday night, Scarecrow and Mrs. King airs in a new day and time, followed by Dallas and Falcon Crest in their same time slots. Saturday night starts with Downtown, a new "police drama with humor" starring Michael Nouri as a Los Angeles cop who has stepped out of bounds too many times and now supervises four parolees as punishment Next is the series that refuses to die, Mike Hammer with Stacy Keach. Finally, in a later time-slot better suited to an adult audience, The Twilight Zone returns.

This one was a question mark because of bad ratings, but CBS executives are big fans of the show so it's back. In all there are 16 series returning, with 10 of them moved to new days and times. Seven new series are set to debut in September four half-hour comedies and three hourlong dramas. The cancellations include Crazy Like a Fox, Airwolf, Trapper John, all the new comedies from last fall and all the midseason and spring replacement series like Tough Cookies, Morningstar Eveningstar, Fast Times and Foley Square. The official word on Mary Tyler Moore's show is that it is being redesigned and "will join the schedule Neal, who divides his time between acting and running the Texas Movie Emporium, a film memorabilia business, said he was disappointed not to be in the sequel.

The original film boosted Hooper's career, established Austin art director Robert Burns, and provided worldwide exposure to Austin-based actor Edwin Neal.
