The show is labeled a spin-off from "Perfect Strangers," but the spin Is not too Important. Harriett Wlnslow (JoMarie Pay-ton-France), the elevator operator in "Perfect Strangers," is at the center of this sitcom along with her husband, Carl, a Chicago police officer (Reginald VeUohnson).

Harriett and Carl have three children of their own two teen-agers and a young daughter. The household also Includes: Harriett's sister, Rachel (Telma Hopkins); Rachel's baby, Richie; and Carl's mother (Ro-setta Le Noire). Tonight's episode is about Grandma Winslow's moving In. Harriett is for her mother-in-law's coming to live with them. Carl loves his mother, but hates the idea of her taking over the household.

The writing is good. The pace Is among the fastest and surest on television. By the time Harriett changes her mind about Grandma Winslow's arrival and tells the woman to leave her kitchen, "because 1 got one nerve left and you're leaning on it," the laughs are coming in rapid succession. The great delight of this show is VeUohnson, who last starred in "Die Hard." In a year of wall-to-wall new TV fathers, VelJohnson's Carl Win-slow may be the best of the lot. "Family Matters" Is old-fashioned television.

It is not above gathering everybody around the piano at the end of the show to sing "He's Got the Whole World in His Hands," making sure the audience leaves on an up note. But It works. "Family Matters" Is an unabashed celebration of old-time family values. "Family Matters" airs at 8:30 tonight on Channel 13. TV, from IE they are a lot more reminiscent of Jonathan and Jennifer Hart of the "Hart to Hart" adventure series, with Robert Wagner and Stefanie Powers, which aired on ABC from 1979 to 1984.

They even have a limousine driver, who looks like he might offer the same kind of grumpy humor Max (Lionel Stander) provided the glamorous Harts. How can a university professor and an aide to the deputy chief of protocol afford a limousine and a driver? That's the kind of thing "Snoops" is going to have to work on. The limousine is never explained, though It is suggested that it Is a State Department limousine at Mlck-i's disposal quite a high-level perk for the aide to the deputy. In fact, the very, very upscale lifestyle these two enjoy is never explained in tonight's pilot episode. And this is not a matter of nit-picking, because some of the humor In this show depends on Micki spending big and Chance wincing each time he sees the price tag.

Tonight's plot is not all that engaging. It Involves an old unsolved homicide, a case of insider trading, and one of Professor Dennis' students, an over-eager whiz kid, getting his teacher and teacher's wife involved in solving it. The action Is not that great a ride. But there are several pleasures In the hour of television. Reid has one of the surest touches for a good line of light comedy in all of television.

And he has some bright, snappy lines to work with tonight. It might not be Nick and Nora, but, by TV standards, what follows qualifies as repartee. At one point, Micki is measuring and pinning the pants of the expensive Italian suit she bought Chance, so that he can take her dancing. MORNING The 700 Club 9:00 Chance is wearing the unhemmed pants. "How's the tush?" she asks, pulling on the seat of the pants.

"I beg your pardon," he says. "Maybe I should take it in a tad," she says. "My tush?" "No, the pants," she says. "You have a lot here." "I'll exercise." "I'm talking about fabric," she says, finishing up. You can take your pants off now." "Is that an invitation," he asks, "or am I an Incurable romantic?" They embrace.

The phone rings. There is also enough Washington landscape, monuments, architecture and night-lights to make for one of prime time's fresher video canvases. "Snoops" has to work on little things, like the limousine and why a tailor isn't making the alterations in Chance's very expensive suit pants. But on the larger and more important matters like acting, writing and setting "Snoops" is one of the more promising arrivals of Television '89. "Snoops" airs at 8 tonight on Channel 11.

One of the biggest roadblocks "Snoops" faces is Its competition on ABC one-half of which is the sitcom "Family Matters."
