Mount Vernon A first-floor rooms shows the elegant features, many original, of the building Architect Bruce Boswell of Bare Hills was 15 when he developed a lasting taste for old houses.

It was then that his parents embarked on an ambitious plan to renovate a 750-year-old family castle In Scotland. "We found It In a state of ruin with no roof on it, yet all the rooms were intact I thought it was the most wonderful thing," remembers Mr. Boswell, now a home Inspector In Baltimore County. Mr. Boswell is representative of a segment of the population who wouldn't live In anything but an older home.

On the other hand, there are many homeowners who are Just as sold on brand new housing as Mr. Boswell Is on old houses. See JAMES, 1 U.S. may allow broker fees for arranging loans WASHINGTON After nine months of juggling one of the real estate Industry's hottest political po--tatoes, the Bush administration Is leaning toward a decision that will have major Impacts on the way consumers finance their houses. Though officials would not comment publicly, federal and private sources say the administration has concluded that real estate agents should be allowed to receive cash fees for "point-of-sale" services they render to homebuyers In connection with home mortgage originations.

Kickbacks from mortgage lenders to realty brokers for referrals of new home-loan business would be prohibited under the draft rules, according to the sources. But fully disclosed payments from would-be borrowers to real estate brokers for loan application assistance, analysis of loan alternatives and other loan-related services would get a green light from Uncle Sam. A realty broker tied in a computerized loan-application system, for instance, could receive a 'a point (one-half of 1 percent) of the mortgage amount for helping his or her homebuyer clients qualify and apply for a new mortgage. On a $100,000 loan, this would amount to $500. Where state law restricted such See HARNEY, 2H, Col.

An open house was scheduled from noon to 5 p.m. today. Polly Bart, president of Investment Properties Brokerage the company overseeing the conversion, said the building is being sold by a group of investors called Raven Plus One Limited Partnership. She said the Investors bought the building several years ago for continued use as rental apartments and have since upgraded the mechanical systems and made cosmetic changes, such as cleaning the ornate marble facade.

As part of the conversion, they are eliminating three apartments In the main building so some of the remaining ones will be larger. The largest single residence in the group is the three-level carriage house, which has been listed for $290,000. Ms. Bart said the building rose three stories when built as a private residence by Lambert GIddings and that a fourth level and the present marble facade were added In 1897 by the second owner, Oscar Bresee. By the early 1900s, the building had been converted to apartments, with the Italian Consulate located on Ms.

Bart said she expected some of the residences to be sold to current renters in the building and others to be purchased by people new to Mount Vernon. One target market, she said, Is buyers who are transferred to Baltimore and want to be within easy walking distance of offices and attractions downtown.
