The Allies' duty to be vigilant in enforcing the peace terms with Germany and a tribute to American participation in the war were among subjects discussed by President Poincare at the dinner which he. and Mme. Poincare gave to President and Mrs. Wilson and delegates to the Peace Conference at the presidential palace here last nighrT President Poincare's speech preceded that of President Wilson, who bade a forr -nal farewell to France and the French people and gave as his thought the belief that the work of the Peace Conference had created friendship that would make for increasingly more intimate sympathy between the peoples and greater co-opera-ation economically.

The dinner was given in the great Salle des Fetes. President Poincare, in giving a toast to President Wilson, asked that he be allowed at the moment when his guest was preparing to leave Europe to render homage once more to Ihe high spirit of justice in which President Wilson had prepared, with other representatives of the Allied and associated powers, "this great laborious peace in which the justice saved by our victory is going definitely to inscribe its will in favor of reparations." Papers intended to bring about the extradition of Harry K. Thaw from Pennsylvania, to have him tried here on the indictment charging him with assaulting Frederick Gump, of Kansas City, in New York several years ago. were ordered prepared immediately by District Attorney Swann today. The prosecutor said he had been informed that Thaw for the second time had been allowed to leave a Philadelphia sanatorium where he has been confined in order to visit his mother in Pittsburgh. Mr.

Swann said he had written a letter to the Governor of Pennsylvania informing him of the extradition plans. The papers will first require the. signature of Governor Smith of New York. Thaw is alleged by the New York prosecutor to have Tisited Pittsburgh for five days recently. An attempt was made during the administration of Governor Whitman to have Thaw brought here from Philadelphia, but Martin Brumbaugh, then Governor of Pennsylvania, refused to honor the requisition papers on the ground, it was understood, that Thaw had been declared insane and that it was legally impossible to extradite a lunatic.

Thaw was indicted hee in January, 1017. on a charge of kidnapping and whipping Gump, a 10-year-old youth, son of a Kansas City trunk manufacturer. Y'oung Gump, who was living in Long Beach, alleged he was enticed to New York by Thaw. Upon the indictment of TBaw on the Gump charges the accused man. it was discovered, had left the city anil he finally was located in a Philadelphia boarding house.

There, two days afterward. Thaw slashed his throat with a razor in an unsuccessful attempt to commit suicide. Later a judge of the Court of Common Pleas committed him to the Pennsylvania Hospital for the Insane. June 27.: "Postmaster-General Burleson will soon find out that it has, done him no good to falsely misrepresent facts and escape the issues of this strike by attempting to hide behind the War Labor Board, which he did, no doubt, because he heard the board was to go out of existence the end of this month," said S. J. Konenkamp, president of the Commercial Telegraphers' Union today. "Nothing would please us better than to have the War Labor Board pass on the issues at stake and we would abide by its decision.

We have tried faithfully for more than a year to get our grievances referred to that board and Mr. Burleson knows that as the fact." Frank Morrison, secretary of the American Federation of Labor, is coming here from Atlantic' City tonight to confer in the morning with Mr. Konenkamp regarding the best means of lending assistance and strengthening the strike. This conference was arranged by long distance telephone today. About 75 striking telegraphers of this city went to Alexandria tonight in the rain at the invitation of the Shipbuilders' Union of that city, an organization of 9.000 which has expressed a willingness to lenjil financial assistance.

June 27. The rapid demobilization of the Army Air Service has made it necessary to discontinue public exhibition flights by army aviators, the War Department announced today.
