It's Wildly overproduced and grievously underwritten: it's basically a duck Joke that cost as much as a small hospital. Derived from a popular Marvel Comics send-up of the superhero genre of the early 70s, the movie repeats the flawed structure of the typical superhero story. It begins MOVIE REVIEW with an account of origins, then having knocked that off, awkwardly shifts gears and lurches Into the story proper.

"Superman" finessed this awkwardness on the basis of charm; poor "Howard." like "Superglrl." "The Lone Ranger' "Flash Gordon" and all the other misbegotten attempts before It. never does and consequently comes on like a double feature. It's two movies for the price of one, neither of them very good. We start with Howard, Just another average drake on the planet of the ducks. He comes home to his apartment, turns on the tube, opens a can of beer and opens the latest Playboy.

All right, so everyone Is a duck, the Playmate of the Month Is a nude duck, that's funny for maybe seven seconds and the sequence lasts for maybe seven minutes. Then suddenly Howard Is mysteriously sucked through space and deposited on the planet of the hairless apes. But the extrava gance of the effects simply over whelms the paltriness of the story and finally comes to seem almost abstract. A final battle between the little guy in the duck suit and what looks like a Hermit Crab from Outer Space must have cost Jllllons and Is technically very Impressive (easily the best movie monster since the Stay-Puft Marshmallow Man In but again so remote rom the story that It feels dlscon nected. "Howard" does possess a single moment of blinding, shivering charm. After all the feathers have settled, he climbs up on the stage for a rocK numrjer tnat bears certain resemblance to Michael J. Pox's in "Back to the Future." It's a terrifical ly witty moment, a feathered rocker doing the duck walk with a candy-colored tangerine-flake streamlined electric Fender up on stage.
