Bat 15 minutes before the appointment, the Palmquists were kidnapped at gunpoint For the next five hours, the man who abducted them forced the Vienna (Va.) couple on a confusing ride through the Maryland suburbs, eventually leaving them tied up but unhurt in a motel room near Frederick, where he stole their car, money and credit card.

As he recalled the ordeal yesterday, Mr. Palmquist said he and his wife were out of our wits." Their captor apparently wanted to stop somewhere, but when they reached a motel with cabins for rent-in Rockville, according to Frederick city police-the gunman forced them to drive on, ostensibly because the cabins were the wrong size, Mr. Palmquist said.

There was little conversation during the drive, Mr. Palmquist said. "I did most of the talking." Driving northwest without stopping, they reached the Frederick area about 4 p.m. and pulled In at the 1-70 Truck Stop near the city, Mr. Palmquist said.

The three walked into its motel registration office and-acting on Instructions from the gunman-Mr. Palmquist registered all three of them into a room, paying with a credit card. Their abductor wanted to keep traveling, but the Palmquists talked him into taking their car and money and leaving by himself, Mr. Palmquist said. Before be left around 5:30 p.m.

The gunman originally said he wanted to be dropped off in Washington, but wanted to go, Investigator Dooley said. When the driver tried to drop him off near the Lincoln Memorial, the man agreed-but then pulled the gun from his duffel bag and forced the driver to take him around the Washington area. At a red light on Route 123, next to the Virginia shopping center, the driver fled his van and ran to a nearby service station, Investigator Dooley said.

The kidnapper ran into the parking lot, where be came across the Palmquists, the policeman added. Both Governor Hughes and Colonel Smith gently alluded to the fact that police efforts may be in vain if state courts do not follow through with strict penalties for drunken driven.

But the governor said he would at least direct state Motor Vehicle Administration hearing officen to impose "very tough penalties on those driven who refuse to take alcohol tests." One of the bills enacted by the legislature this year would impose a mandatory 60- to 180-day driver's license suspension for motorists who refuse to take the test, but allows exceptions for people needing their can for work or trips to alcohol treatment programs. Cindy Lamb, who became active in a lobbying group dubbed Mothen Against Drunk Driven (MADD) after her infant daughter, Laura, was crippled in an accident caused by a drunken driver, noted "there is still a long way to go." "People think it's OK to drink and OK to drive, so why not do them both together," she "Well, that's just not going to work." WJliam Carson, director of traffic safety for the state Department of Transportation, reminded motorists that the short supply of money for new highway projects in the next year means existing roads will become increas-ngly congested. "The traffic patterns are going to become more complex," he warned. "That demands tained in a package of bills promoted by Governor Hughes and enacted by the General Assembly in its recent session.

These measures, which would take effect July 1, reduce the level of alcohol in the blood required to prove a driver is intoxicated, make it easier for police to administer blood alcbohol and breathalyzer tests, and increase penalties for driven who refuse to take these tests. Mr. Hughes has not signed the bills into law but is expected to do so this month. The governor observed that the measures cannot be successfully implemented without "dedicated, well-trained police." Colonel Smith said his agency began several months ago a campaign to train police in the latest techniques of dealing with drunken driving in order to gear up for the crackdown launched today. The training included using a curriculum developed by the National Highway Traffic Safety Administration as well as identifying the target patrol sites and honoring those troopers who make the most drunken-driving arrests.

Diana Steed, deputy administrator of the NHSTA, which awarded the federal grant money, said Maryland is the first state to use her agency's curriculum and called the training program here the "most thoroughly planned and well-developed of its kind in the country." Lt. Col. Edward M. Evans, chief of operations for the State Police, said the increased police awareness and improved skills resulting from preparations for the crackdown are responsible for the sharp rise in drunken-driving arrests by troopera this year. Colonel Evans predicted a 5 percent reduction in the number of drunken-driving fatalities this year as another result of the crackdown.

Beginning today, State Police are increasing patrols on highways and at intersections targeted for their high rate of alcohol-related accidents. Financed by a $150,000 federal grant for overtime pay, the increased surveillance is part of a new program aimed at convincing the public of "severe, certain and swift punishment for drunk drivers." "We in the Maryland State Police want the public to know drunk drivers are the No. 1 traffic menace," Col Thomas P. Smith, superintendent of the State Police, said at a press conference at the Pikesville police headquarters yesterday. He described the program as "the most aggressive crackdown attempt ever to reduce this menace." "We are putting drunk drivers on notice that your chances of being arrested are greatly increased," Colonel Smith said.

The increased patrols, which should provide 10,000 additional man hours of special surveillance during the six-month federal grant period, are expected to increase drunken-driving arrests by 20 percent, or about U00 arrests, this year. The patrols will focus on major highways throughout the state as well as areas identified as likely accident sites. Colonel Smith and Governor Hughes, who also attended the press conference, noted that these patrols are just one feature of a get-tough policy that has already increased the number of drunken-driving arrests by 50 percent in the first three months this year, in comparison with the same period in 1980.
