By Jack Dawson SHOW TIME SHOWDOWN Bestof'BestFest' faces the music in finale tonight ENISE "DEE DEE" BAILEY WAS SO SHY AS A CHILD THAT SHE wouldn't even sing for her mother. That all changed when her music teacher heard Ms. Bailey's soprano voice rising high above the Junior high choir. She's performed in groups or as a soloist ever since, and is one of the favorites in tonight's "Best Fest" finale at Brice's Hilltop Inn in Northwest Baltimore.

"She should be the next star to come out of Baltimore," assessed Glynis Yvette "Sweet Cookie" Rose, a 20-year-old singer who was one of the preliminary judges. "She's hot, has stage presence and she could break the ice." But Ms. Rose also likes the chances of several of the six finalists who were chosen from a total of more than 30 performers in the weekly series hosted by Randy Dennis, WXYV-FM's morning personality. "There's so much talent in this city," she said. "The contest is fun, it's a good experience and there's always a possibility something will happen." See BEST, 3B, Col.

3 TELEVISION New station will emphasize family shows AMPM THURSDAY Benefit office party The World's Largest Office Party, presented by 66 Hyatt hotels across the country, will be held here from 4 p.m. to 9 p.m. at the downtown Hyatt Regency to benefit the Baltimore School for the Arts, the WBAL Kids Campaign and the National Committee for Adoption's Toys for Adopt-able Kids Campaign. when a local Christian religious group was granted a license to start a station. That group tried for six years to put together financing to get the station on the air. even making a deal with Jerry Falwell's Liberty Baptist College at one point. But the license was sold for $543,000 last July to an organization called Family Media. Inc.

The owner of Family Media Is Sam Moore, who also is in charge of Thomas Nelson Publishing, a Bible and religious books publishing firm based in Nashville. One of the stipulations the local religious group made in the sale was that Moore would agree to maintain the station as a "Christian family" outlet Channel 24 will go on the air Tuesday at 6 p.m. with those values evident in its pro-" gramming logs. An entire three-hour block every day. from 9 a.m.
