Shelter for battered women plans to expand its programs The House of Ruth, the city's temporary shelter for battered women, opened in November, 1977, in a rundown Charles Village row house with a small staff of volunteers and $2,100 in the bank. "We had no budget. We had what came in," recalled Mary Louise Mussoline, the shelter's executive director. The children ranging in age from infants to teenagers have special problems and require special attention, she said. Volunteers come in and baby-sit or play with the younger children, but a professional staff member is needed. At times, there have been as many as 22 children living at the shelter, and some, Ms. Mussoline said, are "really active." She said that the legal adviser would help guide the women through the criminal-justice system if they decided to prosecute their husbands.

The so-called "batterers' program," which would consist of group or individual counseling for those who beat their spouses, could be used as a type of sentence by the court in abuse cases. The batterer could be required to take part in such a program, Ms. Mussoline said. "What happens often now is that the man is released with an order to pay court costs and a warning," she said, noting that many cases never get to court. The House of Ruth already provides limited counseling services for the abus- on an east-west axis.
