The average remains to be proven realistic in court, and Missouri highway officials estimate that it may cost $700 to $800 per sign if large numbers of owners decide to go to court in that state. The government expects the program this year to eliminate 100,000 of the estimated 800,000 billboards affected by the Highway Beautification Act. The rest are scheduled for removal by 1976.
