The dispute concerned the extension of Harford road, part of the urban-renewal plan. All three councilmen from the Third district said they want a six-lane "boulevard" extension, which would make it easier for commuters from Northeast Baltimore to drive downtown. Instead, the amended plan calls for a four-lane one-way extension, which still has two "double-curve detours" at 20th and Aisquith streets, according to Councilman Frank X. Gallagher.

"The whole program lacks foresight," said Mr. Gallagher. "Later on, they'll find that these improvements have to be made to service the communters of the First, Second and Third districts." he said. "And they'll be out digging up the streets, digging up the curbs and costing the taxpayer a lot of money, he continued. "And they won't be talking about federal money, they'll be talking about general-fund money." Councilman J.

Joseph Curran joined Mr. Gallagher and Councilman Carroll J. Fitzgerald, all Third District Democrats, in protest. "During the time I've been a member of the City Council and that dates back to the Fifties and the city's first urban-renewal ordinance, I have never opposed an urbanrenewal project," Mr. Curran said.

But to his "chagrin and amazement," Mr. Curran said, his expectations had dashed when both the planning and the housing decided to keep Harford road one The rest of the councilmenwith the exception of two from the first district voted for the renewal plan. The bill was sent to the council's Judiciary Committee for hearings. City Hall is picketed by anti-highway group About 10 members of the Movement Against Destruction, a city anti-expressway group, picketed City Hall last night protesting that several engineering firms for the proposed 3-A expressway system are involved in Maryland and Louisiana kickback scandals. The group contended that two-thirds of the 23-mile Baltimore expressway route is being designed by engineering consultants that are either involved directly in the scandals, or are politically well connected.

In a letter to Mayor Schaefer, Carolyn Tyson, president of MAD, asked that all work on the 3-A system be suspended until a legal determination is made of engineering firms' influence in promoting the expressway. She also asked that a task force be established to explore alternatives to highways and that an audit be conducted of the Interstate Division for Baltimore City, the agency that awards the engineering contracts. U.S. reaffirms its order on Salisbury desegregation By MARY Salisbury Bureau Salisbury- Casper W. berger, the Secretary of Health, Education and Welfare, informed the Wicomico County Board of Education yesterday that he was denied a request to review a federal school desegregation order issued to the Shore county over 2 years ago.

They said that 1972 was the first year that the school system began counting all minorities, instead of only counting blacks. Thus the dramatic jump of more than 1,000 minority students in one year ineluded more than 600 students of Hispanic, Oriental and American Indian origins who previously had not been counted separately.

Frederick L. Dewberry, the county administrative olficer, said yesterday that the county planning officer was not aware of the change in counting minorities. "I hope you won't report that we're trying to be deceitful because that's not so," he said. Last month, the county League of Women Voters pointed out another statistical overstatement in the housing study. The league found that officials overestimated by 64 per cent the supply of moderately priced housing in the county.

The officials did not dispute the findings. J. Timothy Fagan, the county planner who oversaw the compilation of material for the housing study, said yesterday that even the one-year increase in non-whites is not so great, "the point remains the same:" He said that school figures for the early 1970's still show a dramatic increase in the nonwhite population of the county. The county housing study, part of an effort to persuade the Department of Housing and Urban Development to release $1.7 million in water, sewer, and open space money, was rejected by the federal agency in late September. The county was given 60 days to revise its plans and submit other materials to satisfy the agency's demand that action be taken to overcome the effects of discrimination.

School board members would make no comment yesterday on Mr. Weinberger's refusal to review their case.

The two schools that are causing the problem in Wicomico county are the Salisbury and West Salisbury schools which enroll about 600 children from kindergarten through third grade. These children are described by the board as "economically and culturally deprived." They are offered a special early childhood education program, which is federally financed. uIn a Department series of Health, appeals to Educa- the tion and Welfare, the Wicomico board has argued that the special program could not be continued if the children now in the two contested schools were scattered among the nine elementary schools in the community. The board also has argued that the two all-black schools could be integrated only by redistricting all nine elementary schools in Salisbury and busing children from one neighborhood to another. Desegregation plans so far advanced have been opposed by both the black and white communities.

The federal desegregation order was first issued to Wicomico county in the summer of 1971. The board appealed first to a federal hearing examiner who upheld the order. The next step was appeal to a reviewing authority of the Department of Health, Education and Welfare, which took almost a year before ruling in June that the county was indeed in violation of the Civil Rights Act of 1964.
