CON- -CON, POLLUTION AID Home Rule Provision Is Special Favorite Tribune Press SPRINGFIELD, Oct. 6 The Illinois Municipal League today endorsed the basic package of the proposed 1970 Constitution, particularly supporting its strong homerule provisions for Illinois cities and villages. In a final meeting of a fourday conference here, the league also backed resolutions to support the proposed $750 million anti-pollution bond issue on the Nov. 3 ballot and Gov. Ogilvie's plan for federal-state tax sharing.

Tho they applauded ConCon's local government article, the delegates urged action to give automatic home rule to cities and villages of less than 25,000 population, probably thru a constitutional amendment. An Additional Step Under the proposed home plan, cities larger than 25,000 get those powers immediately if then constitution is approved, but smaller municipalities must conduct a local referendum to obtain them. In a speech to the delegates, Ogilvie hailed the rule proposal as a plan which will go a long way toward strengthening the hand of local government. "The new constituticn reverses a century-old doctrine that local governments are creatures of the states to be trusted only with those powers handed down on the whim of a paternal General Assembly," he said. "In its place, this ment would establish a new doctrine of balanced home rule." Winter Fuel Crisis Denied by Nixon Aide WASHINGTON, Oct. 6 (P)-The Nixon administration is doing enough to avert any foreseeable winter fuel crisis, White House economist Herbert Stein told Congress today. He said actions announced by the administration Sept. 29 "are judged to be sufficient to meet the fuel problem as we see it now," and added more would be done if neededat His testimony before a House small business subcommittee conflicted with that of New York Mayor John V. Lindsay and spokesmen for the nation's public and private power companies who asked more federal help to assure an adequate winter supply of oil, coal, gas and electricity.

Warns of Rationing Lindsay said the entire East coast faces the possibility of winter fuel rationing because of what he called an artificial shortage created at least in part federal limits on imported oil, production rationing by Texas and Louisiana and actions of fuel producers themselves. But Stein, a member of the President's Council of Economic Advisers, said causes include an unexpected shortage of natural gas and nuclear power and a rise in worldwide demand for residual fuel oil, the heavy type of oil burned by utilities.
