President Dr. Max Euwe said he felt the major outstanding differences had been settled at a meeting between the Federation, the Icelandic organizers, and Spassky's advisers, ending early today. Sunday Match Set "The match will start on Sun-day or at the latest Tuesday," Dr. Euwe told newsmen. Mayor Daley had asserted that the home rule provisions of the Illinois Constitution allow local governments to operate independent pollution control agencies. The EPA has asked its legal experts and Illinois Atty. Gen. William Scott for an opinion.
