Streaks of silt and debris covered the streets of Pennsylvania's capital of Harris-burg, where governors of seven states met with federal officials on the resources needed. "There is a problem where money is concerned," Gov. Marvin Mandel of Maryland, said.

"I think this is the biggest disaster that has ever hit this country." Mandel said the $92 million federal emergency fund was "only ten per cent of what will be needed in Pennsylvania alone." workers said the worst was over. Hundreds remained trapped in their homes encircled by water in Wilkes Barre, a city of 60,000. Pennsylvania state police predicted more bodies would be found as the water receded.
