The amount of the loss and the total of investments were first made public yesterday in a highly critical statement released by Philip H. Van Gelder, an outspoken member of the Blue Cross board of directors who says that he is being ousted from the board because of his views. "Conflict of interest" In a five-page statement, Mr. Van Gelder said that Robert D.

H. Harvey, treasurer of the 27-member Blue Cross board and chairman and chief executive officer of Maryland National Bank, was involved in a "conflict of interest" because his bank handles Blue Cross security placements. Mr. Harvey could not be reached for comment last night; Blue Cross denied there was any conflict of interest. Mr.
