CONYERS LEAD STILL SOUGHT Probe Of Arundel Girl's Murder Remains Stymied Bureau of The Annapolis, Oct. 23-Anne Arundel county police had nothing to report today in the threeday-old investigation of the murder and rape of a high school coed from Glen Burnie.

The girl, Pamela Lynn Conyers, 16, of the 8900 block Twin Ridge drive, was reported missling last Friday when she failed to return home from a shopping trip to the Harundale Mall. Her body was found Tuesday morning in an area between the eastbound and westbound lanes of the Mountain road, near route 648 in Pasadena. She had been strangled, a medical examiner said. Police said late today that there are no suspects in the case and no one has been brought in for questioning. Services Conducted For Pamela Conyers Services for Pamela Lynn Conyers, the 16-year-old Glen Burnie High School student who was raped and murdered eight days ago, were held at the Fink funeral establishment, Crain highway and Fifth avenue in Glen Burnie.

Dozens of people, many of them classmates who were excused from classes, attended the funeral services. Miss Conyers was a junior in the high school's college preparatory program. She is survived by her parents, Mr. and Mrs. William M.

Conyers; paternal grandparents, Mr. and Mrs. H. W. Gilmore; maternal grandparents, Mr.

and Mrs. Clifford Hagenson, all of Hattiesburg, two brothers, Christopher and Jeffrey Conyers, who lives with their parents in Glen Burnie. Mandel, Blair Offer Views On Protest, Law And Order Blair Mandel C. Stanley Blair, the Republican candidate for governor, yesterday made "law and order" his first priority if elected, saying that "until we stop crime we cannot start meaningful community co-operation." In a speech to the Montgomery County Men's Club in Silver Spring, Mr. Blair said that he was placing law and order at the head of the list "not as a demagogue, not as a racist, but as a highly pragmatic politician who recognizes first things first.

Grudging Support "Until the majority are satisfied on the point of public safety," he said, "there will be only grudging marginal support for all else. "We are not," he said, "going to achieve a sense of community until we have eliminated the atmosphere fear, hostility and suspicion that pits people against one Mr. Blair listed his second priority as civic participation, stating local that "through and incentives innogovernments vations on the state level we must reinvolve the citiezn in the life of his community." He placed "confronting the society" challenge third on his list of priof the metropolitan orities. He said this challenge runs the gamut of all urban problems pollution, education, transportation and housing. Mr.

Blair said that his plans would not neglect the poor. "We cannot race by them over super-highways and presume what we do not see does not exist," he said. "Poverty breeds hatred so strong and rancid it could pollute the most idyllic suburban society. Doetzer, Treasurer Governor Mandel, in a speech at a police ceremony yesterday morning, defended the right to "legitimate" protest but warned that violence, civil disturbances and attacks on policemen "will not be tolerated." "Individual rights and the right to legitimate protest must be protected," the Governor said.
